Abstract
Magistrsko delo obravnava skupnostno kartiranje kot način vključevanja javnosti v procese prostorskega načrtovanja. S povezovanjem spletnih zemljevidov in vsebin, ki jih ustvarjajo uporabniki, skupnostno kartiranje omogoča zbiranje različnih georeferenciranih prostorskih podatkov in točk interesa. Cilj je, da prostorski podatki postanejo bolj dostopni vsem, kar uporabnikom omogoča ogled, zbiranje, prispevanje in uporabo teh podatkov, s čimer se demokratizira njihovo zbiranje, izmenjava in uporaba. Vključevanje javnosti v prostorsko načrtovanje je bistvenega pomena za razumevanje potreb in želja skupnosti. Tradicionalne metode vključevanja javnosti v procese načrtovanja pogosto uporabljajo zemljevide in diagrame za izmenjavo informacij in lažjo razpravo. Kartiranje pomaga posameznikom razviti prostorsko zavedanje, tako v mestih kot na podeželju, zato je učinkovit začetni korak pri vključevanju javnosti v načrtovanje. Prostovoljni prispevki uporabnikov ponujajo širok spekter pogledov in zamisli. Internet ponuja edinstveno priložnost za izkoriščanje kolektivnega znanja na načine, ki jih tradicionalne metode načrtovanja ne omogočajo. Cilj te naloge je raziskati možnosti uporabe takšnega pristopa za vključevanje javnosti v procese prostorskega načrtovanja. Delo je razdeljeno na ključna poglavja, ki obravnavajo teoretične osnove, praktično uporabo in prednosti sodelovalnega kartiranja s študijami primerov z vsega sveta. Raziskuje in analizira že uveljavljene spletne portale v Sloveniji, ki uporabljajo podobne pristope za zbiranje podatkov, ki jih prostovoljno prispevajo državljani. Magistrsko delo vključuje podrobno analizo pobud občanov za območje Jurčkove ceste v Ljubljani, s poudarkom na prometu, kolesarski infrastrukturi in igriščih, ter predlaga nov načrt na podlagi prispevkov skupnosti.

Title:Collaborative mapping: a method for public participation in spatial planning : utilizing the municipal citizens' initiative portal on the case of Jurčkova Cesta in Ljubljana
Abstract:
This master’s thesis investigates collaborative mapping as a means of engaging the public in spatial planning processes. By combining online maps with user-generated content, collaborative mapping facilitates the collection of diverse georeferenced spatial data and points of interest. The aim is to make spatial data more accessible to everyone, allowing users to view, gather, contribute, and use this data, thus democratizing its collection and exchange. Traditional public involvement methods in planning processes often use maps and diagrams to share information and facilitate discussions. Mapping helps individuals develop spatial awareness, both urban and rural, making it an effective initial step in engaging the public in planning. Public engagement in spatial planning is vital for understanding community needs and desires. Voluntary contributions from users offer a broad spectrum of perspectives and ideas. The internet provides a unique opportunity to leverage collective knowledge in ways that traditional planning methods cannot. The aim of this thesis is to explore the potential of using such an approach to involve the public in spatial planning processes. The thesis is organized into key chapters discussing the theoretical foundations, practical applications, and benefits of collaborative mapping, with case studies from around the world. It explores and analyzes already established web portals in Slovenia that use similar approaches to gather citizen-volunteered data. The thesis includes a detailed analysis of citizen suggestions for Jurčkova Street in Ljubljana, focusing on traffic, cycling infrastructure, and playgrounds, and proposes a new plan based on community input.
