Abstract
Diplomsko delo obravnava ključne izzive sodobne javne uprave, kot so odprava administrativnih ovir, tehnološki napredek in vključevanje državljanov. Namen dela je raziskati možnosti za odpravo administrativnih ovir, s katerimi se soočajo študentje in dijaki v različnih situacijah, kot so študijski postopki, pridobivanje informacij ter njihovo soodločanje v javni upravi. Namen je bil dosežen z metodo spletnega anketiranja, kar je omogočilo dostop do širokega kroga udeležencev. S spletno anketo so bili pridobljeni podatki o izkušnjah državljanov glede sodelovanja z javno upravo v povezavi z administrativnimi ovirami ter predlogi za izboljšanje le-tega. V okviru raziskave je bilo ugotovljeno, da večina anketirancev redko spremlja dogajanje v javni upravi, pri čemer jih največ informacije pridobiva preko socialnih medijev. Ključne administrativne ovire vključujejo zapletene postopke in pomanjkanje digitalizacije. Mladi se premalo vključujejo v sodelovanje pri odločanju javne uprave, pri čemer jim najbolj nepoznano možnost za sodelovanje predstavljajo portali za sodelovanje v upravi. Spodbujanje uporabe teh portalov in objavljanje aktualnih vsebin na socialnih omrežjih bi lahko povečalo njihovo udeležbo. Dosežki Ministrstva za javno upravo pri odpravi administrativnih ovir so ocenjeni kot povprečni, pri čemer bi večja transparentnost lahko izboljšala rezultate. Diplomsko delo bo predstavljalo spodbudo za nadaljnje raziskovanje omenjenega področja ter reševanje problematike odprave administrativnih ovir. Tako bi lahko prišlo do modernizacije postopkov ter posledično večje vključenosti javnosti v delo javne uprave. S tem bi dosegli bolj učinkovito in transparentno delo javne uprave; posledično bi slednje privedlo do večjega zadovoljstva državljanov kot uporabnikov javnih storitev.

Title:Public participation in eliminating administrative barriers and co-creating new solutions
Abstract:
The thesis addresses the key challenges of modern public administration, such as eliminating administrative barriers, technological advancements, and citizen engagement. Its purpose is to explore opportunities for removing administrative obstacles faced by students in various situations, including academic procedures, accessing information and their participation in decision-making processes in public administration. The aim was achieved through an online survey, enabling easy access to a wide range of participants. The survey yielded data on citizens' experiences with public administration, focusing on administrative barriers and suggestions for improvement. The research found that most respondents infrequently monitor public administration affairs, primarily relying on social media for information. Main administrative barriers include complex procedures and digitalization deficiencies. Youth involvement in public decision-making is low, with portals for public engagement being the least known option. Encouraging portal use and sharing relevant content on social media could enhance their participation. The Ministry of Public Administration's achievements in eliminating administrative barriers are rated average. Greater transparency could improve results. The thesis will catalyze further research in the field and address the issue of administrative obstacle elimination. This could lead to process modernization and increased public involvement in public administration, ultimately resulting in higher citizen satisfaction with public services.
