Abstract
V magistrskem delu obravnavamo sistem obveznega doseganja prihrankov energije pri končnih odjemalcih in podporo države deležnikom, ki izvajajo storitve prodaje in distribucije energije, pri doseganju ciljnih prihrankov energije v obdobju od leta 2014 do 2020. V postopku prenosa določb 7. člena Direktive 2012/27/EU o energetski učinkovitosti so slovenski organi sprejeli implementacijske instrumente v obliki sistemov pravil, finančnih spodbud in zakonodajnih ukrepov, ki podpirajo deležnike slovenskega sektorja za pretvorbo, distribucijo in prenos energije. Magistrsko delo uvaja teoretsko in empirično analizo, s katero zasledujemo dvojni cilj. S povezovanjem teoretskih in metodoloških pristopov za izvajanje evalvacijskih študij ter policy analize na teoretski ravni stremimo k boljšemu razumevanju vloge in pomena ex post evalvacij v Sloveniji. Z uporabo oblikovanega vprašalnika si na empirični ravni prizadevamo za nadgradnjo razumevanja in pojasnjevanja izkušnje zavezancev sistema za doseganje novih prihrankov energije pri končnih odjemalcih. S pomočjo odgovorov, pridobljenih v intervjujih, so oblikovana priporočila za nadaljnje izvajanje sistema.

Title:
Assessment of support mechanisms for obligated parties under the Energy Efficiency Obligation Scheme among final consumers in Slovenia
Abstract:
In the master thesis, we discuss the Energy Efficiency Obligation scheme and the state’s support in achieving target energy savings in the period from 2014 to 2020 to obligated parties who provide energy sales and distribution services. In the process of transposing the provisions of Article 7 of Directive 2012/27/EU on energy efficiency, the Slovenian authorities adopted implementation instruments in the form of systems of rules, financial incentives and legislative measures that support stakeholders in the Slovenian energy conversion, distribution and transmission sector. The thesis introduces a theoretical and empirical analysis, with which we pursue a double goal. By combining theoretical and methodological approaches for the implementation of evaluation studies and policy analysis at the theoretical level, we strive for a better understanding of the role and importance of ex post evaluations in Slovenia. By using the designed questionnaire, we are working on an empirical level to upgrade the understanding and explanation of the experience of those liable for the system in order to achieve new energy savings for end customers. Through the answers obtained in the interviews, recommendations for the further implementation of the scheme are formulated.
