Vzdrževanje gozdnih cest v občini Dobrepolje : diplomsko delo - visokošolski strokovni študij

V letu 2006 je bilo v Sloveniji evidentiranih 12.632 km gozdnih cest. Za potrebe vzdrževanja gozdnih cest pa je bilo zbrano kar 58,4 % manj denarja, kot bi bilo potrebno. Diplomska naloga obravnava vzdrževanje gozdnih cest v občini Dobrepolje. Namen naloge je bil, na podlagi analize vzdrževalnih del v letih 1999-2007, ugotoviti trende ekonomskih in fizičnih kazalcev. V občini Dobrepolje se cestišče gozdnih cest, namesto na 5-10 let, obnavlja na 2-3 letaz vgradnjo minimalne količine materiala. Trend zbranih sredstev za vzdrževanje gozdnih cest je padajoč, saj so se sredstva v primerjavi z letom 1999 zmanjšala za dobrih 36 %. Zaradi specifičnega načina dela, se struktura deležev vzdrževanih del ne ujema s strukturo, ki jo predvideva zakonodaja. Večina sredstev se porabi za delovne postavke nabave in prevoza gramoza ter grederiranja. Pri analizi fizičnih kazalcev smo ugotovili manjšanje deleža ročnega dela, v primerjavi s strojnim. Trend obračunanih ur je padajoč podobnokot trend zbranih sredstev. Število obračunanih grederjevih ur se ne spreminja bistveno, to pa je omogočeno zaradi manjšanja porabe gramoza in s tem prihranka sredstev. Za ohranitev in izboljšanje trenutnega stanja gozdnih cest, je potrebno povečati finančna sredstva. To je mogoče predvsem s povečanim proračunskih sredstev RS ter z lastnim prispevkom občine.

Abstract

There were 12.636 km of forest roads evidented in Slovenia in 2006. For the purpose of the maintenance of forest roads there was 58.4 % less money collected as it should be necessary. The thesis is analyzing the maintenance of the forest roads in municipality Dobrepolje. Itćs purpose was, on the basisof the analysis of maintenance works during the years 1999-2007, to examine trends of the economic and physical indicators. Roadway of the forest roads in municipality Dobrepolje is renewed on every 2-3 years instead of 5-10years. Tendency of the collected means is declining. Funds decreased for 36 % in comparison with the year 1999. Because of the specific nature of work,the structure of the shares of the maintenance work does not coincide with the structure expected by the legislation. Most funds are intended for purchase and transport of the gravel and for the purpose of grading. With the analysis of the physical indicators we discovered reduction of the share of the hand work in comparison with motorised work. Trend of spent work hours is decreasing, similar as trend of collected funds. The number of hours grader spent is not changing dramatically which is made possible because of the lessening of the use of gravel and consequently saving of the funds. For the preservation and improvement of the current situation of the forest roads, financial means need to be increased. This would be possible especially with the rise of the means in state budget and with contribution of the municipality itself.
