Abstract
V diplomski nalogi je obravnavano področje izvajanja izrednih prevozov v cestnem prometu s poudarkom na značilnostih izrednih prevozov, ki se izvajajo iz koprskega pristanišča. V prvem poglavju so najprej predstavljene osnove prevozov izrednih tovorov, pri čemer se osredotočamo na nestandardni tovor, torej tovor, ki presega dovoljene zakonsko predpisane mere in maso. Predstavljeni so predpisi, katere je potrebno upoštevati pri načrtovanju, in dovoljenja, katera je potrebno pridobiti za posamezni izredni prevoz. Predstavljena so tudi prevozna sredstva in manipulacijska sredstva, ki so potrebna za opravljanje izrednih prevozov. Nato so predstavljene splošne zahteve glede nalaganja in pritrjevanja tovora. Zahteve veljajo zaradi zaščite ljudi, ki natovarjajo, raztovarjajo in vozijo vozilo, pa tudi zaradi drugih udeležencev v prometu. Predstavljene so posamezne faze izrednega prevoza – načrtovanje, priprava, izbira ustreznega prevoznega sredstva ter izvedba prevoza. V nalogi je predstavljen pomen koprskega pristanišča z vidika prevoza projektnih tovorov v pomorskem prometu, ki se po cesti prevažajo kot izredni tovori, infrastrukturne značilnosti tako znotraj kot zunaj pristanišča ter železniška in cestna povezava pristanišča z zaledjem. V zadnjem delu diplomske naloge je podana analiza primera izvedbe izrednega prevoza, t.i. destilarne za alkohol, iz koprskega pristanišča pa vse do Madžarske na podlagi izdelanega elaborata prometne ureditve ter pregleda poti.

Title:CHARACTERISTICS OF EXCEPTIONAL TRANSPORT FROM THE PORT OF KOPER
Abstract:
The thesis deals with the implementation of extraordinary road transport services, focusing on the characteristics of extraordinary services operated from the Port of Koper. The first chapter covers basics of unusual cargo transport, focusing on non-standard cargo, which exceeds the permitted dimensions and weight. The regulations must be followed in planning, as well as the permits required for each extraordinary mode of transportation, are outlined. The transportation and handling methods required to carry out unusual transport activities are also discussed. Next, the general requirements for loading and securing the load are explained. The standards apply to the protection of those loading, unloading, and operating the vehicle, as well as to the safety of other road participants. The thesis covers the various stages of the unusual transfer, including planning, organizing, choosing the best mode of transportation, and carrying out the transport. The thesis discusses the Port of Koper's significance for the transportation of project cargoes in maritime transportation—cargoes that are transported by road as exceptional cargoes—as well as the port's internal and external infrastructure and the rail and road networks that connect it to the hinterland. Based on a traffic management study and a route survey, the last section of the thesis presents a case study analysis of the implementation of an emergency transport of an alcohol distillery from the Port of Koper to Hungary.
