Analiza črpanja sredstev evropske kohezijske politike v Sloveniji in mednarodna primerjava v obdobju 2014–2020 : magistrsko delo

Abstract
Kohezijska politika deluje z namenom zmanjšanja socialnih in gospodarskih razlik med vključenimi državami in na ravni kohezijskih regij. Pomoč državam poteka s sofinanciranjem oziroma črpanjem sredstev iz posameznih strukturnih skladov in Kohezijskega sklada. Namen magistrskega dela je ugotoviti uspešnost in učinkovitost Slovenije pri črpanju sredstev kohezijske politike Evropske unije v programskem obdobju od leta 2014 do 2020 ter rezultate Slovenije primerjati z ostalimi državami. Za teoretični del je bila uporabljena metoda deskripcije in kompilacije. Za empirični del sta bili uporabljeni komparativna metoda in metoda analize. Namen je bil dosežen, saj so podatki iz poročil in platform uradnih institucij pokazali jasne rezultate uspešnosti in učinkovitosti. Splošno gledano, je bila Slovenija v proučevanem programskem obdobju uspešna, vendar črpanje po posameznih letih ni potekalo v skladu z zastavljenimi načrti. Slovenija je težave pri črpanju sredstev uspešno reševala in skozi mednarodno primerjavo dosegla nadpovprečne rezultate. Ugotovljena sta bila tudi učinkovitost porabe izčrpanih sredstev prek kazalnikov učinkovitosti in vpliv na gospodarsko rast. Odkrite težave pri izvajanju črpanja sredstev lahko služijo kot pomoč organom in izvajalcem kohezijske politike pri preprečevanju nastajanja le-teh v prihodnjih programskih obdobjih. Enake kazalnike učinkovitosti je smiselno spremljati tudi v prihodnje. Izsledki raziskave so zanimivi tudi za širšo javnost, saj so projekti, sofinancirani s sredstvi kohezijske politike, namenjeni vsem državljanom.

Title:Analysis of absorption of European cohesion policy funds in Slovenia and international comparison in the period 2014 – 2020
Abstract:
Cohesion policy works with the aim of reducing social and economic differences at the level of participating countries and cohesion regions. Help to countries is provided through co-financing and absorption from individual structural funds and the Cohesion Fund. The purpose of this master's thesis is to determine the effectiveness of Slovenia in absorption from EU cohesion policy funds in the programme period 2014-2020, and to compare Slovenia's results with other countries. For the theoretical part, methods of description and compilation were used. For the empirical part, the comparative method and the analysis method were used. The purpose was achieved, as data from reports and platforms of official institutions showed clear effectiveness and efficiency results. In general, Slovenia was effective in the studied programme period, but the absorption in individual years did not take place in accordance with the set plans. Slovenia successfully solved the problems in the absorption of funds and achieved above-average results through international comparison. The efficiency of the use of absorpted funds was also established through efficiency indicators and the impact on economic growth was determined. Discovered problems in the implementation of the absorption of funds can serve as an aid to the authorities and implementers of the cohesion policy in preventing their occurrence in the future. It makes sense to monitor the same efficiency indicators in the future as well. The results of the research are also interesting for the general public, as projects co-financed with cohesion policy funds are intended for all citizens.
