Abstract
Javno naročanje predstavlja pomembno orodje za izpolnjevanje potreb države, lokalnih oblasti in drugih javnih subjektov. Učinkovit sistem javnega naročanja, ki je prilagojen lokalnim dobaviteljem, lahko izboljša lokalno gospodarstvo in z njim povezano lokalno samooskrbo, ki je trenutno v Sloveniji izredno nizka. Z učinkovitim sistemom javnega naročanja bi omogočili lokalnim pridelovalcem hrane večjo vključenost in oskrbovanje javnih institucij. Metodologija raziskovanja je temeljila na analizi domače in tuje literature, deduktivni metodi, komparativni metodi, metodi sinteze in študiji primera. Uporabljena je bila tudi kvantitativna metoda eksperimenta, ki je bila uporabljena za razvoj konceptualnega sistema, s katerim se s prek sistema javnih naročil poveže lokalne proizvajalce hrane in javne institucije kot naročnike hrane. Magistrsko delo je potekalo na študijskem primeru občine Laško in Osnovne šole Primoža Trubarja. V okviru raziskave je bilo ugotovljeno, da je v sistem javnega naročanja na nivoju Osnovne šole Primoža Trubarja vključeno premalo lokalnih dobaviteljev, kar je posledica neprilagojenih meril za izbiro ustreznih dobaviteljev, neprilagojenega oblikovanja sklopov javnega naročila kot tudi slabega medsebojnega informiranja. Izdelan konceptualni sistem predstavljala pilotni koncept, ki je namenjen vsem javnim institucijam in omogoča prenosljivost tudi v druge občine znotraj Evropske unije. Njegova uporaba predstavlja premik k bolj trajnostnim smernicam, ki zagotavljajo okoljski, socialni in ekonomski vidik trajnostnega razvoja. Prilagojen sistem javnega naročanja omogoča uporabo kratkih dobavnih verig, zagotavljanje novih delovnih mest, povečanje lokalnega razvoja, izobraževalni učinek na otroke, starše in kuharje. Magistrsko delo daje s svojim prispevkom pomembno podporo k prehodu z zelenega javnega naročanja, ki predstavlja vmesno stopnjo, k trajnostnemu javnemu naročanju

Title:Public food procurement as a lever for the development of the local community
Abstract:
Public procurement represents an important tool for meeting the needs of the state, local authorities and other public entities. An effective public procurement system that is adapted to local suppliers can improve the local economy and the related local self-sufficiency, which is currently extremely low in Slovenia. An effective public procurement system would enable local food producers to be more involved and supply public institutions. The research methodology was based on the analysis of domestic and foreign literature, deductive method, comparative method, synthesis method and case study. The quantitative method of the experiment was also used, which we used for the development of a conceptual system with which, with the help of the public procurement system, we connected local food producers and public institutions as food customers. The master's thesis was carried out on the case study of the municipality of Laško and Primož Trubarja primary school. As part of the research, it was established that the public procurement system at the level of Primož Trubar's primary school includes an insufficient number of local suppliers, which is the result of unadjusted criteria for selecting appropriate suppliers, unadjusted design of public procurement packages, as well as poor mutual information. The developed conceptual system represented a pilot concept, which is intended for all public institutions and enables portability to other municipalities within the European Union. Its use represents a shift towards more sustainable guidelines that ensure environmental, social and economic aspects of sustainable development. An adapted public procurement system enables the use of short supply chains, providing new jobs, increasing local development, educational impact on children, parents and chefs. The master's thesis contributes important support to the transition from green public procurement, which represents an intermediate stage, to sustainable public procurement.
