Abstract
Obalna mesta zgodovinsko veljajo za strateško, gospodarsko in bivanjsko pomembne lokacije, a so v sodobnem času priča večjim izzivom. Raziskovalno delo izpostavlja aktualne probleme obalnih mest in odnosa le-teh z morjem. Raba priobalnega pasu predstavlja glavni vodnik razvoja obalnih mest in hkrati tudi gradnik njihove prostorske identitete. Brez vzpostavljenega odnosa z morjem in prekinjenimi dostopi do priobalnega pasu, mesta izgubljajo svojo prostorsko identiteto, katera je ključnega pomena za globalno prepoznavnost in razvoj. Lucija je obalno mesto, ki se nahaja na območju nekdanjih solin Fazan, imenovanih po istoimenskem potoku. To je edino mesto vzdolž Slovenske obale, ki nima vzpostavljenega direktnega dostopa do morja, oz. je ta urejen kot del Marine Portorož. To postavlja svojevrstno problematiko družbenega in prostorskega razvoja ter zahteva premišljene rešitve. Magistrsko delo raziskuje potencialni pristop k reševanju specifične problematike na območju občine Piran, podrobneje mesta Lucije. Naloga odpira vprašanja o smotrnosti gradnje v priobalnem prostoru ter na njih utemeljeno odgovarja, skozi zasnovo predlogov širše prostorske strategije in vizije razvoja, v luči klimatskih sprememb. Projektni del naloge obsega urbanistično ureditev obravnavanega območja, zasnovo centra vodnih športov in kolesarskega središča s spremnimi gostinskimi in kopališkimi vsebinami ter nadgradnjo kvalitetnega obstoječega programa. Zasnovane stavbe dopuščajo prilagoditev vsebin tekom leta ter s tem zagotavljajo trajnostno rabo prostora. Ureditev območja predstavlja prvo predvideno fazo prostorske razvojne vizije za območje Lucije in predpostavlja nadaljnji razvoj za mitigacijo poplavljanja kot posledice klimatskih sprememb. Vizija v končni fazi predvidi popolno prepuščanje poplavnega območja morju, s tem pa Luciji dostop do obalne linije, in tako ponovno vzpostavitev njene obmorske prostorske identitete.

Title:
A city forgotten by the sea: Conceptual plan of sports park Lucija and the adjoining waterfront promenade
Abstract:
Coastal areas are historically considered as strategicaly, economicaly, and residentialy important locations but in modern times, they face various issues. The thesis highlights current issues of coastal cities and their relationship with the sea. The use of the coastal belt represents the main driver of coastal city development and furthermore, a component of their spatial identity. Without an established relationship and interrupted access to the waterfront, cities lose their spatial identity, which is crucial for global recognition and development. Lucija is a coastal town located in the area of the former Fazan salt pans. It is the only town along the Slovenian coast that does not have direct access to the sea, because the Marina Portorož area inhibits access to the seafront. This presents a unique issue for social and spatial development and requires thoughtful solutions. The master’s thesis explores a potential approach to addressing the specific issues in the Municipality of Piran, specifically in the town of Lucija. The research raises questions about the relevancy of construction in the seafront area and provides thorough answers through the design of proposals for a broader spatial strategy and future development in the light of climate change. The project part of the thesis includes the urban design of a crucial area along the waterfront, the design of a water sports center and cycling center with accompanying programs, and the enhancement of the existing program. The designed buildings allow for program adaptation over the years, thus ensuring sustainable use of space. The area’s development represents the first anticipated phase of the spatial vision for the Lucija area and assumes further development to mitigate flooding as a result of climate change. The project envisions the complete restitution of the flood-prone area to the sea, thereby providing Lucija with access to the coastline and the reestablishment of its coastal spatial identity.
