V magistrski nalogi je raziskana potreba po podatkih za določanje statusa komunalne opremljenosti nepozidanega stavbnega zemljišča v primeru pridobivanja gradbenega dovoljenja in v primeru odmere nadomestila za uporabo stavbnega zemljišča. Predstavljena je opredelitev statusa komunalno opremljenega stavbnega zemljišča po veljavnih pravnih predpisih in prikazani so primeri iz prakse, pri katerih se zaradi pomanjkljivih pravnih predpisov ni enostavno odločiti, ali gre za komunalno opremljeno nepozidano stavbno zemljišče ali ne. Na podlagi tega je oblikovan predlog metodologije za določitev statusa komunalne opremljenosti nepozidanih stavbnih zemljišč in podatkovni model evidence nepozidanih stavbnih zemljišč s podatki, potrebnimi za določitev statusa komunalne opremljenosti nepozidanih stavbnih zemljišč.

Abstract

The master's thesis examines the need of data to determine the status of municipal infrastructure of undeveloped building land in the case of obtaining a building permit and in the case of assessment of the building land use fee. The definition of the status of building land with municipal infrastructure according to the applicable legal regulations is presented, and examples are shown in which, due to deficient legal regulations, it is not easy to decide whether the building land is equipped with municipal infrastructure or not. Based on this, a methodology proposal for determining the status of municipal infrastructure of undeveloped building land and a data model of the record of undeveloped building land with the data necessary to determine the status of municipal infrastructure of undeveloped building land was created.
