Vloga aktivne politike zaposlovanja pri zaposlovanju težko zaposljivih oseb : magistrsko delo

Magistrsko delo obravnava področje težje zaposljivih oseb v Sloveniji. Aktivna politika zaposlovanja je ena od pomembnih podpornih mehanizmov zaposlovanja. Povečanje gospodarske rasti pred nastankom pandemije covida-19 je v Sloveniji uspešno vplivalo na zaposljivost in je pozitivno vplivalo na trg dela. Zaradi težkih gospodarskih razmer, ki jih je povzročila pandemija covida-19, je trg dela doživljal številne spremembe. In čeprav se povpraševanje po delovni sili na trgu povečuje, težje zaposljive osebe in dolgotrajne brezposelne osebe kljub vsemu ostajajo prijavljene na Zavodu za zaposlovanje. Namen dela je predstaviti vlogo aktivne politike zaposlovanja pri reševanju brezposelnosti težje zaposljivih oseb. S pomočjo deskriptivne metode so v teoretičnem delu združena dejstva, pridobljena s študijem tuje in domače literature ter drugih virov. S pomočjo kompilacije so povzeta stališča in sprejeti sklepi ter poudarjamo strokovnost obravnavane teme. V zaključnem delu so z zbranimi statičnimi podatki o spremljanju števila težje zaposljivih oseb, vključenih v programe aktivne politike zaposlovanja, s pomočjo kvantitativne metode podarili kočne ugotovitve. Vloga aktivne politike zaposlovanja (APZ) v Sloveniji pri izvajanju programov za težje zaposljive osebe, ki so financirani iz sredstev Evropskega socialnega sklada, je dokaj uspešna. Ključen pomen Evropskega socialnega sklada v Sloveniji je ustvarjanje novih delovnih mest, ohranjanje delovnih mest, omogočiti boljši življenjski standard in ponuditi več možnosti zaposlitve. Le z APZ lahko težje zaposljive osebe uspešno vključimo na trg dela. Gospodarske spremembe in tehnološke spremembe na trgu dela danes od ljudi zahtevajo vedno več ustreznih kompetenc. Aktivna politika zaposlovanja mora spodbujati k samozaposlitvi in ustvarjanju novih delovnih mest predvsem težje zaposljivih oseb.

• Title: The role of an active employment policy in employing persons that are difficult to employ

Abstract

The master's thesis deals with the field of persons who are difficult to employ in Slovenia. Active employment policy is one of the important support mechanisms for employment, both here in Slovenia and in some European countries. The increase in economic growth before the onset of the COVID-19 pandemic had a successful effect on employability in Slovenia. Due to the difficult economic conditions caused by the COVID-19 pandemic, the labor market has been experiencing many changes. And although the demand for labor on the market is increasing, people who are more difficult to employ and the long-term unemployed remain registered within the Employment Office. The purpose of the work is to present the role of active employment policy in solving the unemployment of hard-to-employ people. With the help of descriptive methods, facts obtained from the study of foreign and domestic literature and other sources are combined in the theoretical part. With the help of the compilation, positions and conclusions are summarized and we emphasize the professionalism of the discussed topic. In the final part, the collected static data on the monitoring of the number of hard-to-employ people included in the programs of active employment policy, with the help of the quantitative method, presented the final findings. The role of the active employment policy (AEP) in Slovenia in the implementation of programs for people who are more difficult to employ, which are financed from the resources of the European Social Fund, is quite successful. The key importance of the European Social Fund in Slovenia is to create new jobs, maintain jobs, enable a better standard of living, and offer more employment opportunities. Only with an active employment policy can we successfully integrate hard-to-employ people into the labor market. Economic changes and technological changes in the labor market require more and more relevant competencies from people today. An active employment policy must encourage self-employment and the creation of new jobs, especially for persons who are more difficult to employ.
