Non-economic public services are provided in the fields of health care, science, sports,
culture, education, social care, disability care and child care. The Institutes Act only
determines the forms or the regime for the provision of non-economic public services,
while the activities performed as non-economic public services are determined by
sector-specific laws. The purpose of the diploma thesis was to analyze the organization
of the provision of non-economic public services in the municipality of Ribnica from its
foundation in 1994 to 2022. We found that in the municipality of Ribnica, non-economic
public services are carried out by seven public institutes in the fields of health care,
culture and education, while the concessions for provision of non-economic public
services are granted only in the field of health care to four persons under private law.
The municipality of Ribnica is the founder of all seven public institutes, but in some
cases public institutes have several founders. We analyzed the number of employees
in public institutes between 2017 and 2022 and found that it is constant in three public
institutes, while the increasing trend is most pronounced in the public institute Osnovna
šola dr. Franceta Prešerna Ribnica. The share of market activity revenues in the period
2017 - 2022 is the highest in the public institute Lekarna Ribnica, which amounted to
20 % on average, while the lowest share of market activity revenues was created by
the public institute Osnovna šola dr. Franceta Prešerna Ribnica and on average
amounts to 1 % of all revenues.
