Abstract
Zdravstveni absentizem v Sloveniji se vsako leto povečuje in povzroča negativne posledice. Za zmanjšanje vzrokov zdravstvenega absentizma so potrebni preventivni ukrepi s sistemskimi pristopi in ozaveščanje organizacij in zaposlenih o pomenu zdravja za delo in življenje. Promocija zdravja na delovnem mestu je preventivni ukrep države za ohranjanje in krepitev zdravja zaposlenih v delovnem okolju. Magistrsko delo primerja programe promocije zdravja na delovnem mestu na ministrstvih in organih v sestavi ter ugotavlja vpliv in vzroke zdravstvenega absentizma. Raziskava je bila izvedena s spletno anketo, vzroki so bili raziskani z analizo kazalnikov zdravstvenega absentizma v javni upravi in rezultati primerjani s slovenskim povprečjem. Analiza rezultatov primerjave programov promocije zdravja na delovnem mestu je razkrila, da so programi promocije zdravja na delovnem mestu raznoliki, usmerjeni v telesno in duševno zdravje, vendar še obstaja potreba po izboljšavah pri prepoznavanju vzrokov zdravstvenega absentizma med zaposlenimi. Najpogostejši vzrok zdravstvenega absentizma v javni upravi je bolezen mišično-skeletnega sistema in vezivnega tkiva, ki se povečuje s starostjo zaposlenih, v letu 2021 je najbolj izstopal vzrok novejše sodobne bolezni, kot je COVID-19. Za obvladovanje zdravstvenega absentizma je ključno sodelovanje in ukrepanje na vseh ravneh družbe s postavitvijo zakonodajnega okvira, ki bo zagotavljal pravilno uporabo pravic iz naslova zdravstvenega absentizma, izvajanje rednih preventivnih ukrepov za ustvarjanje zdravih delovnih okoljih ter okrepiti zavedanje zaposlenih o vplivu njihovih dejanj.

Title:Comparison of workplace health promotion programs in public administration and their impact on sickness absenteeizem
Abstract:
Sickness absenteeism in Slovenia is increasing annually and causing negative consequences. To reduce the causes of sickness absenteeism, preventive measures with systemic approaches are required, as well as raising awareness among organizations and employees about the importance of health for work and life. Health promotion in the workplace is a preventive measure by the state to maintain and strengthen the health of employees in the work environment. This master's thesis compares health promotion programs in the workplace at ministries and their constituent bodies and assesses the impact and causes of sickness absenteeism. The research was conducted through an online survey, and the causes were investigated through an analysis of sickness absenteeism indicators in the public administration, with results compared to the Slovenian average. The analysis of the results of comparing health promotion programs in the workplace revealed that the programs are diverse, focused on physical and mental health, but there is still a need for improvements in identifying the causes of sickness absenteeism among employees. The most common cause of sickness absenteeism in the public administration is diseases of the musculoskeletal system and connective tissue, which increases with the age of employees. In 2021, the most notable cause of newer modern disease, such as COVID-19. To manage sickness absenteeism, it is crucial to cooperate and take action at all levels of society by establishing a legislative framework that will ensure the proper use of rights under sickness absenteeism, implementing regular preventive measures to create healthy work environments, and strengthening employee awareness of the impact of their actions.
