Abstract
Osrednja tema magistrske diplomske naloge je predstavitev instituta socialnega tveganja, ki je tveganje, potrebno družbene zaščite, in je nastalo kot produkt družbenega soglasja. Gre za najhujše nevarnosti, ki lahko ovirajo ali onemogočijo posameznikov nadaljnji razvoj ali celo obstoj. Je prihodnji, negotov dogodek, ki lahko doleti posameznika in povzroči škodo zaradi izpada zaslužka ali stroškov zdravljenja. Socialno tveganje je tveganje, ki lahko ogroža obstoj in svoboden razvoj ne le posameznika, temveč družbe kot celote in je zato treba organizirati javna, socialna zavarovanja. Ločimo osebna socialna tveganja, kot so bolezen, materinstvo, invalidnost, starost, smrt v družini, ter ekonomska socialna tveganja, kot na primer brezposelnost in odvisnost od oskrbe drugega. Da bi se do instituta lahko kritično opredelili, je pomembno razumeti temelje in namen sistema socialne varnosti, saj je socialno tveganje tesno prepleteno s celotnim sistemom in namenom, ki ga ta zasleduje. V sled temu sem v nalogi najprej predstavila pravico do socialne varnosti, namen in naloge sistema socialne varnosti ter načelo solidarnosti. Prav tako je socialno tveganje neločljivo povezano s socialnimi zavarovanji, ki so nedvomno eden izmed civilizacijskih pojavov družbe. Pri tem je dolžnost države, da organizira zavarovanja za najhujša socialna tveganja, ki povzročijo popolni ali delni izpad oziroma izgubo dohodka zaradi začasne ali trajne nezmožnosti za delo ali brezposelnost in tveganje nesorazmernega povečanja stroškov. Socialna zavarovanja predstavljajo temelj slovenskega sistema socialne varnosti, saj zagotavljajo socialno varnost širokemu krogu upravičencev v primeru nastanka socialnih tveganj. Zaradi navedenega sem v nalogi podrobneje opisala obvezno pokojninsko zavarovanje, se dotaknila instituta dvojnega statusa delavca in upokojenca, predstavila obvezno in dopolnilno zdravstveno zavarovanje z načelom samoodgovornosti ter natančno opredelila zavarovanje za dolgotrajno oskrbo. V samem jedru naloge sem opredelila pojem socialnega tveganja, razmejila med socialnim in zasebnim tveganjem, predstavila primarno in sekundarno socialno tveganje ter podrobneje predstavila socialna tveganja bolezni, starosti in odvisnosti od oskrbe drugega. Glavni izziv, ki se je ob raziskovanju in izdelavi magistrske diplomske naloge vedno znova kazal, so demografske spremembe, ki na obzorje potiskajo nova socialna tveganja, na katere zakonodajalec z zakasnitvijo in pomanjkljivo odgovarja. Posledice pa čutimo vsi člani družbe.

Title:Social risk
Abstract:
The central topic of the herewith master's thesis is the presentation of the social risk institute which is in itself a risk that is necessary for social protection. It was designed as a social consensus and it later came into existance as such. These are the most serious threats that can either hinder or even prevent an individual's further development or even his existance. It is no doubt a future, uncertain event that can befall an individual and at the same time cause damage due to the loss of earning capacity or medical expenses. Social risk is a core concept of social security, for which social protection has to be organised. The latter is an issue of critical importance for both the individuals and for the society as a whole. We distinguish between personal social risks, such as sickness, maternity leave, disability, old age and death in the family, and social and economic risks, which include unemployment and dependency on others for self-care. In order to be able to critically define the above mentioned institute, it is no doubt important to fully understand the foundations of all the principles and the purpose of the social security system, as social risk is closely interwined with the entire system and the purpose the latter pursues. In the light of the foregoing, I begin my master's thesis by introducing the right to social security and then I proceed by outlining the very purpose and all the main tasks and duties of the social security systems, including with the principle of solidarity. Moreover, social risk is closely associated with the social insurance programmes that are no doubt one of the civilizational phenomena of our society. In this case, it falls under the duties of the State to organize insurance when it comes to handling the most serious social risks resulting in total or partial loss of income due to temporary or permanent incapacity for work or unemployment and the risk of a disproportionate increase in costs. In addition, social insurance is the foundation of the Slovene social security system, as it provides social security to a wide range of beneficiaries in the event of social riks. Therefore, in the thesis in question, I gave a more accurate description of the mandatory pension and invalidity insurance, I tapped into the subject, closely connected with workers and pensioners in dual status, I then introduced a description of the compulsory and complementary health insurance with the principle of self-responsibility and finally, I described long-term care insurance in more detail. At the very core of the thesis, I tried to define the concept of social risk, I introduced the demarkation between social and private risk, I highlighted the role of primary and secondary social risk and then provided more details about the social risks of sickness, old age and dependency on others for self-care. The main challenge that emerged over and over again during the research and writing of the master's thesis was demographic change that at present brings new social risks to the horizon, to which the legislator responds with delay and in an inadequate manner. However, one fact remains that the consequences are felt by all members of society.
