Abstract
Umetna inteligenca predstavlja tehnološki preboj, ki je drastično spremenil potek človeškega življenja in izboljšal njegovo kakovost. Zmožnost umetne inteligence je posnemanje človeških lastnosti, kot so mišljenje, učenje in obnašanje. Zasebni sektor je hitro prepoznal njen potencial in jo uspešno vključil v svoje vsakodnevno delovanje, medtem ko v javnem sektorju implementacija novih tehnologij ne poteka tako hitro. Z vpeljavo umetne inteligence pa se pojavljajo tudi izzivi, ki zavirajo uspešno uporabo tovrstne tehnologije v javnem sektorju. Namen dela je ugotoviti, do kolikšne mere je umetna inteligenca v slovenski javni upravi izkoriščena ter ali obstajajo možnosti za vpeljavo uspešnih metod in praks v evropskih državah v naš sistem javne uprave. Opravljen je pregled literature uspešnih primerov uporabe umetne inteligence v javni upravi. Z vprašanji so naslovljena ministrstva in se ugotavlja, ali uporabljajo algoritme ali metode umetne inteligence v svojem poslovanju. V sodelovanju z Ministrstvom za visoko šolstvo, znanost in inovacije je izvedena anketa med zaposlenimi na ministrstvu na temo jezikovnega modela ChatGPT. Ugotovitve kažejo, da z uporabo umetne inteligence lahko izboljšamo učinkovitost in preglednost delovanja javne uprave. Številne evropske države že uspešno uporabljajo metode umetne inteligence v javni upravi, ki bi jih bilo možno uvesti tudi v slovensko javno upravo, vendar z določenimi prilagoditvami. Trenutno je uporaba umetne inteligence v slovenski javni upravi zelo omejena, vendar se država aktivno zavzema za vpeljavo metod umetne inteligence v delo javnega sektorja, kar potrjuje tudi krovni dokument NpUI 2025.

Title:Opportunities and challenges of artificial intelligence in the Slovenian public administration
Abstract:
Artificial intelligence is a technological breakthrough that has dramatically changed the course of human life and improved its quality. The ability of artificial intelligence is to mimic human characteristics such as thinking, learning and behaviour. The private sector has been quick to recognise its potential and has successfully integrated it into its daily operations, while the public sector has not been as quick to implement new technologies. However, with the introduction of artificial intelligence, there are also challenges that hinder the successful use of such technology in the public sector. The aim of this work is to determine to what extent artificial intelligence is used in the Slovenian public administration and whether there are possibilities for the introduction of successful methods and practices in European countries into our public administration system. A literature review of successful examples of the use of artificial intelligence in the public administration was carried out. Ministries are asked, whether they use artificial intelligence algorithms or methods in their operations. In cooperation with the Ministry of Higher Education, Science and Innovation, a survey is carried out among Ministry staff on the ChatGPT language model. The findings show that the use of artificial intelligence can improve the efficiency and transparency of the public administration. Many European countries are already successfully using artificial intelligence methods in public administration, which could be introduced in the Slovenian public administration, but with some adaptations. At present, the use of artificial intelligence in the Slovenian public administration is very limited, but the country is actively committed to introducing artificial intelligence methods into the work of the public sector, as confirmed by the NpUI 2025 umbrella document.
