Europeanization is synonymous with the only constant that exists, ie. change. European citizenship and the right to vote granted with it are currently stagnating on the achievements of the thirty-year-old Maastricht Treaty from the last century or millennium. In the assignment, I wanted to point out that changes in the mentioned area can be built on the idea of European cosmopolitanism. Above all, I wanted to draw attention to the hypothesis that the use of freedom of movement inhibits political participation within the EU, and to break it with the idea of providing full voting rights to mobile EU citizens in their country of residence. Combining freedom of movement with the aforementioned right to vote would provide an optimal opportunity to contribute to the rise of political participation in democratic processes within the EU.
