This diploma thesis analyses the administrative procedure for claiming the right to a state grant, which is determined by the social work centers. In addition to the increase in the number of users of social welfare services, the number of beneficiaries of public benefits is also increasing. In two years, the number of beneficiaries of state grants has increased by more than 11 000. The Centers are facing an increase in workload, which, combined with staff shortages, is leading to staff being overworked. In order to relieve the burden, the centers for social work were reorganized in 2018 and an informative calculation was introduced to simplify the decision-making process on the rights from public funds.
The aim of this thesis was to present the field of state scholarships and the procedure for obtaining them, using existing legislation and relevant literature. This diploma thesis contains all information regarding state scholarships, which is beneficial to everyone who wants to be informed about their rights, obligations or the administrative procedures. The goal was to present the administrative procedure for obtaining a state scholarship, to present the relevant legislation and, through a questionnaire carried out at the regional unit of the Center for Social Work in Celje, to find out what are the biggest challenges for the employees at the Center when deciding on the right to a state scholarship and how the decision-making process has been affected by the introduction of informative calculations. The questionnaire provided an insight into the decision-making process of the staff after the reorganization, in order to establish possible improvements that could relieve the burden on the employees at the Center for Social Work.
The results of the questionnaire showed that the introduction of the informative calculation has simplified and speeded up the process of deciding on eligibility to a state scholarship, but that staff still have to monitor the situation, which is the most time-consuming part of the decision-making process.
