Možnosti vzpostavitve trga s prožnostjo električne energije v Republiki Sloveniji

Abstract
S povečanjem deleža razpršenih obnovljivih virov električne energije se soočamo z izzivi zagotavljanja kakovostne in učinkovite oskrbe z električno energijo, predvsem na nizkonapetostnem distribucijskem omrežju, ki zahteva nadgradnjo in posodobitev. Poleg tega se pojavljajo težave s preobremenitvijo omrežja zaradi vse večje elektrifikacije ogrevanja ter prometnega sektorja. Uvedba trga s prožnostjo električne energije predstavlja eno izmed možnih rešitev, ki bi omogočala nadaljnje nemoteno delovanje omrežja. V diplomskem delu smo želeli raziskati možnosti in potenciale uvedbe trga s prožnostjo v Sloveniji. V ta namen so bili uporabljeni različni pristopi, med njimi pregled literature, analiza pilotnih projektov, izvedenih v Sloveniji in drugod po Evropi, ki prikazujejo pozitivne učinke vključevanja prožnosti na strani proizvodnje in porabe električne energije ter njegov vpliv na kakovost in učinkovitost omrežja. Dodatno smo preučili potencialne pomanjkljivosti in nevarnosti, ki jih lahko prinese trg s prožnostjo, ter trenutne regulatorne okvire in zakonodajo v Sloveniji. Poleg pozitivnih učinkov na omrežje, ki so bili predstavljeni na podlagi pilotnih projektov, izvedenih doma in v tujini, so se pokazali tudi pozitivni odzivi akterjev, kar nakazuje na možnost vzpostavitve trga s prožnostjo v Republiki Sloveniji. Ugotovitve kažejo, da so potrebna ustrezna izobraževanja in ozaveščanja o trgu s prožnostjo, s čimer bi omogočili njegovo integracijo na obstoječi trg ter elektroenergetski sistem.

Title:Options for establishing of a flexible electricity market in the Republic of Slovenia
Abstract:
As the share of distributed renewable energy sources increases, we face challenges in ensuring high-quality and efficient electricity supply, particularly in low-voltage networks, which require upgrades and modernization. In addition, there are issues with network overloading due to the growing electrification of heating and transportation sectors. The establishment of a market with flexibility of electricity represents one of the possible solutions that would enable the continued smooth operation of the grid. The thesis analyzed the options of establishment of the flexibility market in Slovenia. We have employed various approaches, including literature review and analysis of pilot projects conducted in Slovenia and elsewhere in Europe, showcasing the positive effects of integrating flexibility in electricity production and consumption, as well as their impact on the quality and efficiency of the grid. Furthermore, potential shortcomings and risks were examined that the flexibility market can bring, along with the current regulatory frameworks and legislation in Slovenia. In addition to the positive effects on the network presented based on domestic and international pilot projects, positive responses from stakeholders have also emerged, indicating the possibility of establishing a flexibility market in the Republic of Slovenia. The findings indicate that appropriate education and awareness about the flexibility market are necessary, enabling its integration into the existing market and the power system.
