Abstract
Upravne enote so ustanovljene s strani države kot edine ponudnice storitev, kar pomeni monopolni položaj, saj nimajo konkurence in stranke nimajo možnosti izbire. V interesu državljanov je, da država preko dobrega javnega upravljanja naslavlja potrebe družbe. Namen diplomskega dela je s primerjavo izbranih časovnih vrst kazalnikov upravne statistike analizirati učinkovitost vseh 58 upravnih enot. Analiza temelji na letnih poročilih, ki so bila dostopna v času pisanja, torej za obdobje 2004– 2019. V teoretičnem delu so podatki pridobljeni s pomočjo primarnih in sekundarnih virov, raziskovalni del temelji na analizi sekundarnih podatkov. Uporabljena metodologija je zajemala opisno statistiko, analizo ranžirnih vrst in korelacijsko metodo. Rezultati kažejo, da so najbolj učinkovite velike upravne enote (nad 50.000 prebivalcev), sledijo srednje velike (18.000–50.000 prebivalcev), nato male (do 18.000 prebivalcev). Ugotovljeno je bilo, da upravne enote, ki uporabljajo Skupni ocenjevalni okvir za organizacije v javnem sektorju (angl. Common Assessment Framework (CAF)), dosegajo nižjo stopnjo učinkovitosti kot tiste, ki navedenega modela ne uporabljajo. Prav tako so bolj učinkovite male upravne enote, ki ne uporabljajo modela CAF, pri srednje velikih in velikih pa so bolj učinkovite tiste, ki model uporabljajo. Diplomsko delo je uporabno za raziskovalno področje, saj prikazuje učinkovitost upravnih enot v obdobju 2004–2019 in je zato dobro izhodišče za primerjalno analizo z drugim časovnim obdobjem oziroma drugimi kazalniki učinkovitosti. Prispevek diplomskega dela je tudi praktičen, saj daje upravnim enotam povratno informacijo o njihovem delovanju ter jim omogoča, da v sodelovanju z drugimi organi javne uprave gradijo na zmanjšanju razlik in izboljšanju delovanja upravnih enot.

Title:Measuring performance of administrative units
Abstract:
Administrative units are established by the state as the only providers of services, which means a monopoly position, as they have no competition and customers have no choice. However, it is in the interest of citizens for the government to cater to the needs of society by way of sound public administration. The aim of the thesis is to analyze the performance of all 58 administrative units by comparing selected time series of indicators of administrative statistics. The analysis is based on annual reports that were available at the time of writing, i.e. for the time period 2004–2019. The theoretical part contains data obtained from primary and secondary sources, and the research part is based on an analysis of secondary data. The performance of administrative units was measured on the basis of indicators of administrative statistics. The methodology used comprises descriptive statistics, array analysis and correlational method. The results show large administrative units (over 50,000 inhabitants) to be the most effective, followed by medium-sized (18,000–50,000 inhabitants) and small ones (up to 18,000 inhabitants). It has been found that administrative units using the Common Assessment Framework (CAF) model achieve a lower level of performance compared to those not using the model. Small administrative units not using the CAF model perform better whereas among their medium-sized, and large counterparts those using the model are the more effective ones. The thesis can be useful for research as it presents the performance of administrative units in the time period 2004-2019 making it a good starting point for comparative analysis with different time period or other performance indicators. The thesis can also make a practical contribution as it provides feedback information to administrative units regarding their operation and enables them to work towards reducing differences and improving the operation of administrative units, in cooperation with other public administration authorities.
