Abstract
Področje raziskovanja diplomskega dela je analiza zadovoljstva občanov s storitvami občine v Mestni občini Ljubljana. Lokalna samouprava združuje prebivalce na določenem teritorialnem območju, kjer upravlja lokalne zadeve javnega pomena, s katerimi neposredno vpliva na zadovoljevanje potreb njenih prebivalcev in kakovost njihovega življenja. Lokalna skupnost z izvajanjem storitev doseže svoj namen, če so prebivalci lokalne skupnosti s storitvijo zadovoljni. To pomeni, da mora biti ves čas usmerjena k izboljšanju kakovosti storitev, ki jih zagotavlja. Pomembne so tako storitve, s katerimi zadovoljuje potrebe občanov za kakovostno življenje v lokalni skupnosti kot storitve dela njenih zaposlenih – predvsem glede dostopnosti in odzivnosti zaposlenih, podaje ustreznih informacij ter pravočasnega vodenja postopkov, ki odločajo o pravicah in obveznostih občanov. Da občani lahko učinkovito uveljavijo svoje pravice oziroma zadovoljijo svoje potrebe, je potrebno, da občina občane o storitvah ustrezno obvešča. Namen diplomske naloge je bil ugotoviti, ali so občani seznanjeni s pristojnostmi in delom Mestne občine Ljubljana in kako so zadovoljni z njenimi storitvami. Rezultati spletnega anketnega vprašalnika so pokazali, da izvajanje dejavnosti Mestne občine Ljubljana pomembno vpliva na kakovost njihovega življenja. Občani so najbolj zadovoljni s storitvijo vodna oskrba (vodovod), javna razsvetljava in zbiranje ter odvajanje vode (kanalizacija). Najnižja stopnja zadovoljstva je bila izkazana glede prostorskega načrtovanja, spodbujanja in pomoči malega gospodarstva in organizacije osnovnega zdravstvenega varstva. Iz ugotovitev spletnega anketnega vprašalnika tudi izhaja, da so občani zadovoljni z dostopnostjo in strokovnostjo zaposlenih na Mestni občini Ljubljana, manj pa s hitrostjo reševanja njihovih vlog.

Title:User satisfaction analysis in selected municipality
Abstract:
The research area of the thesis is the analysis of citizens' satisfaction with municipal services in the City of Ljubljana. Local self-government unites residents in a certain territorial area, where it manages local matters of public importance, which directly affects the satisfaction of the needs of its residents and the quality of their lives. The local community achieves its purpose by providing services if the residents of the local community are satisfied with the service. This means that it must always be aimed at improving the quality of the services it provides. Both the services that meet the needs of citizens for a quality life in the local community and the services of its employees are important, especially in terms of the accessibility and responsiveness of employees, the provision of relevant information and the timely management of procedures that decide on the rights and obligations of citizens. In order for citizens to be able to effectively assert their rights or satisfy their needs, it is necessary for the municipality to adequately inform citizens about services. The purpose of the thesis was to determine whether citizens are aware of the responsibilities and work of the City Municipality of Ljubljana and how satisfied they are with its services.The resultd of online survey showed that the implementation of the activities of the Municipality of Ljubljana significantly affects the quality of their lives. Citizens are most satisfied with the water supply (plumbing), public lighting and water collection and drainage (sewerage) services. The lowest level of satisfaction was shown with regard to spatial planning, the promotion and assistance of small businesses and the organization of basic health care. The findings of the survey also show that citizens are satisfied with the accessibility and professionalism of the employees of the Municipality of Ljubljana, but less so with the speed with which applications are resolved.
