The state must provide access to public services to all its citizens. If it is unable to provide all necessary services, it must transfer the rights of public services to private workers. This was the main reason the concept of concession was invented. This institute allows private workers to provide public healthcare services, under certain rules and conditions, with the aim of providing services to as many people as possible.
Based on the media exposure and the findings of the Court of Audit, which examined seven municipalities, the purpose of my thesis was to examine the area of concession, find out what the legal framework for concession is, how the number of granted concessions has changed over the last ten years, and what challenges participants face in the process of obtaining and implementing concession. In the process of writing my thesis, the descriptive method and the method of analysis and synthesis of statistical data were used to describe the current state of the field. To obtain the opinions and experiences of the participants in the process we have also conducted some interviews. The analysis of the field showed the state of concessions in the health sector, and identified errors, irregularities, and challenges in the process of obtaining and implementing concessions. The results address all participants in the process, as well as all individuals interested in the field.
