Abstract
Namen diplomskega dela je, da bralca, mogoče potencialnega kandidata za strokovni izpit na področju vzgoje in izobraževanja seznanimo predvsem z vsebinskimi napakami, ki se pojavljajo v vlogah, prejetih na Ministrstvu za izobraževanje, znanost in šport ter skušamo preprečiti, da bi se še naprej ponavljale. Pregledano je bilo 4773 vlog, ki so jih prejeli na Ministrstvu za izobraževanje, znanost in šport v letih 2019, 2020 in 2021. Študija primera je bila opravljena na vsebinsko nepopolnih vlogah. Od vseh prispelih vlog so izluščene tiste, ki so bile nepopolne, pri čemer so vloge ločene na formalno nepopolne in vsebinsko nepopolne. Z deskriptivno metodo je za vsako vsebinsko nepopolno vlogo opredeljen razlog in podano pravilno ravnanje stranke. Analizirane so tudi zavrnilne odločbe, kjer je pri vsaki opredeljen vzrok zavrnitve. Opravljen je bil intervju z zaposleno na MIZŠ, ki že vrsto let dela na področju strokovnih izpitov in se poleg tega ukvarja tudi s kadrovskimi pogoji za delavce v šolstvu. Ugotovljeno je bilo, da kandidati dobivajo napačne informacije in to iz virov, ki bi morali biti zanesljivi, to so fakultete in delodajalec oziroma ravnatelj. Pogosto si tudi kandidati predpisov ne razlagajo pravilno in posledica je nepopolna vloga, ki podaljša celoten proces. Če je vloga za strokovni izpit vsebinsko nepopolna, lahko situacija znatno upočasni karierni razvoj strokovnega delavca ali celo za nekaj časa onemogoči začetek njegove poklicne poti. Želimo si, da bi stranke v upravnem postopku in tudi ravnatelji diplomsko delo uporabljali kot priročnik – v njem so namreč podani natančni in podrobno razloženi odgovori na vsa vprašanja in dileme, ki se v praksi največkrat pojavljajo ob prijavi na strokovni izpit.

Title:
Conducting a special administrative procedure – acquiring the right to join state teacher certification examination
Abstract:
The purpose of this thesis is to educate the reader or a possible prospective applicant for the state teacher certification examination about the substantive mistakes that occur in the applications that are submitted to the Ministry of Education, Science and Sport in an effort to stop them from repeating. All 4773 applications that the Ministry processed in the years 2019, 2020, and 2021 were the subject of a case study. Those applications that were incomplete were filtered out and separated into those that were formally incomplete and those that were substantively incomplete. The content of the latter was analysed. Additionally, a descriptive approach was adopted, explaining each application that was materially incomplete as well as what the applicant ought to have done differently. Applications that were rejected by decree were also analysed in the same way. An interview was conducted with a Ministry employee who has been working in the field of examinations for many years and who also deals with staffing conditions for education workers. It was established that applicants were obtaining incorrect information from faculties and employers—sources that ought to be dependable. Applicants often interpret the regulations incorrectly, leading to incomplete applications that cause delays throughout the entire process. A practitioner's career development may be substantially slowed down if the application is incomplete in terms of content, and it may even delay the start of his or her professional career for a while. The thesis is intended to serve as a reference or guide for all parties involved in the administrative process as well as headmasters – it provides precise and detailed answers to all the questions and dilemmas that most often arise in the course of applying for the state teacher certification examination.
