Abstract
Evropska unija se z grožnjo terorizma srečuje vse od njenega nastanka. Nova transnacionalna narava grožnje, ki smo ji priča od preloma tisočletja naprej, pa je pri zagotovitvi učinkovitega boja proti terorizmu od Evropske unije zahtevala prilagoditev in posodobitev. V ta namen je boj proti terorizmu po letu 2001, še zlasti pa po letu 2005, v Evropski uniji postal prednostna naloga, hkrati pa je nastala tudi nova povezava med bojem proti terorizmu in SVOP. Civilne in vojaške zmogljivosti SVOP predstavljajo edinstveno orodje kriznega upravljanja, ki so se zmožne spopadati tudi s terorizmom. Na retorični ravni je boj proti terorizmu v okviru SVOP postal stalnica, kar pa se ne odraža na operativni ravni. V preteklosti smo bili priča misijam in operacijam, ki so se terorizma dotikale posredno, v letu 2012 pa je bila v boju proti terorizmu vzpostavljena prva misija s formalnim mandatom. Kljub navideznemu napredku je SVOP na tem področju še potreben izpopolnitve, sploh pri razvoju lastnih protiterorističnih zmogljivosti in izboljšanju institucionalnih pomanjkljivosti.

Title:The role of the European Union's Common Security and Defence Policy in the Fight Against Terrorism
Abstract:
The European Union has faced the threat of terrorism since its creation. The new transnational nature of the threat we have witnessed since the turn of the millennium, has required the EU to adapt and modernize in order to ensure an effective fight against terrorism. The fight against terrorism has thus become priority since 2001, and especially after 2005, when a new link has emerged between the fight against terrorism and the CSDP. The civilian and military capabilities of the CSDP are a unique tool for crisis management that can also tackle terrorism. At the rhetorical level, the fight against terrorism within the CSDP has become a constant element, however this is not reflected at the operational level. In the past, we have witnessed many missions and operations that have indirectly affected terrorism. In 2012 the first mission with a formal mandate to combat terrorism was finally established. Despite apparent progress, the CSDP still needs to be improved in this area, especially in developing its own counter-terrorism capabilities and institutional shortcomings.
