Abstract
Magistrsko delo obravnava vlogo in pomen evropskega združenja za teritorialno sodelovanje v čezmejnem sodelovanju med Italijo in Slovenijo, s poudarkom na obmejno območje Goriške, kjer se pravzaprav stikata dve obmejni regiji, in sicer goriška statistična regija (SLO) in avtonomna dežela Furlanija-Julijska krajina (ITA). Magistrsko delo je sestavljeno iz štirih vsebinskih delov, in sicer vsebuje zgodovinsko-kronološki del oziroma pregled čezmejnega sodelovanja med Italijo in Slovenijo; v drugem delu je predstavljeno obmejno območje na Goriškem. V tretjem, osrednjem delu, je podrobneje predstavljeno Evropsko združenje za teritorialno sodelovanje GECT GO/EZTS GO in v študiji primera je izvedena primerjalna analiza med tremi izmed prvih tridesetih evropskih združenj za teritorialno sodelovanje (v nadaljevanju EZTS) v EU, ki so GECT GO/EZTS GO, Panonsko EZTS/PANNON EGTC in EVTZ »EVROPAREGION TIROL-SUD TIROL-TRENTINO«/GECT »EUROREGIO TIROLO-ALTO ADIGE-TRENTINO«. V četrtem delu so predstavljeni rezultati preučevanj in ugotovitev oziroma potrditev ali zavrnitev postavljenih hipotez, in sicer trditev, da zato, ker v Sloveniji še ni ustanovljenih pokrajin kot druge ravni lokalne samouprave, lahko EZTS učinkovito nadomesti pokrajinsko institucionalno raven pri izvajanju čezmejnih programov in, trditev, da je čezmejno sodelovanje v okviru EZTS med Italijo in Slovenijo uspešnejše kot med Madžarsko in Slovenijo (primerjava GECT GO/EZTS GO in Panonsko EZTS/PANNON EGTC). Predstavljeni so tudi rezultati raziskovalnih vprašanj o tem, kako čezmejno sodelovanje vpliva na medsosedske odnose med Italijo in Slovenijo in kakšen je učinek delovanja EZTS GECT GO/EZTS GO na obmejno območje. Dotaknil sem se tudi aktualnosti poimenovanja Goriške pokrajine v okviru procesa sprejemanja nove pokrajinske zakonodaje.

Title:The role and importance of the European association for territorial cooperation in cross-border cooperation between Italy and Slovenia
Abstract:
The master's thesis discusses the role and significance of the European grouping of territorial cooperation related to the cross-border cooperation between Italy and Slovenia focusing on the border region of Goriška, which is, in fact, the meeting point of two border regions, i.e. the Goriška Statistical Region (SLO) and the Friuli Venezia Giulia Autonomous Region (ITA). The master's thesis consists of four parts, i.e. the historical-chronological part or the review of the cross-border cooperation between Italy and Slovenia; part two presents the border region of Goriška. The third, central part, presents in greater detail the European grouping of territorial cooperation GECT GO / EZTS GO, and a comparative analysis was carried out in a case study between three of the first thirty European groupings of territorial cooperation (hereinafter referred to as: EGTC) in the EU, which are GECT GO / EZTS GO, Panonsko EZTS/PANNON EGTC, and EVTZ ‘EVROPAREGION TIROL-SUD TIROL-TRENTINO’/GECT ‘EUROREGIO TIROLO-ALTO ADIGE-TRENTINO’. Part four presents the results of the studies and findings or confirmations or rejections of hypotheses, specifically for the claim that, due to the fact that regions have not yet been established in Slovenia as the second level of local self-government, EGTC may effectively replace the regional institutional level when implementing cross-border programmes and the claim that the cross-border cooperation within the EGTC between Italy and Slovenia is more successful than the cooperation between Hungary and Slovenia (comparison between GECT GO/ EZTS GO and Panonsko EZTS/PANNON EGTC). Furthermore, the results of the issues in question regarding how cross-border cooperation affects the mutual neighbour relations between Italy and Slovenia and what the effect is of the functioning of the EZTS GECT GO/ EZTS GO on the border area have also been presented. The topicality of the naming of the Goriška region within the process of adopting new regional legislation has also been discussed.
