Inter-municipal cooperation presents a complex concept and an occurrence that many authors interpret in their own way. There is no doubt that it presents a chance to formulate politics, execute administrative assignments and their public services and representation of interests in local government. It presents a big concept in Slovenia for development, cooperation and finding new ways to collaborate that can show in many informal and formal forms, such as networking, interference of various inter-municipal agreements and forming single legal subjects. Inter-municipal cooperation is usually established because of some small scopes and available resources to pursue certain administrative assignments. The main goal for inter-municipal cooperation is bigger efficiency, an improvement for better execution of assignments, easier and faster exchange of experiences and providing legitimacy.
The word cooperation itself means to work together on a certain subject. These subjects can be formed in many shapes that can strengthen and expand the local government. The cooperation is connected to the authorities of local government that works inside one municipality or more municipalities. To respect the regulations of local government autonomy the municipalities decide for themselves if they want to be in the inter-municipal cooperation.
The diploma thesis focuses on the formal and informal types of inter-municipal cooperation. The diploma thesis discusses the types of inter-municipal cooperation in some selected municipalities, such as the City municipality of Celje and the municipalities of Braslovče, Laško, Polzela, Štore, Tabor, Vransko and Žalec.
Including the findings from the interviews, we can discover that warden services and inspectorate as (inter)municipal offensive and judicial authority can make use with the informal forms of cooperation. The warden services and inspectorate can perform with informal types of cooperation as well. The research showed that in these selected municipalities, the formal types are the most used variety of inter-municipal cooperation within the warden services and inspectorate.
