Abstract
E-participacija je način sodelovanja občanov preko informacijsko komunikacijske tehnologije, ki omogoča vplivanje na pomembne odločitve o lokalnih zadevah. V raziskovalnem delu smo proučili, s pomočjo katerih e-orodij občine preko svojih spletnih strani nudijo možnost sodelovanja občanov. Podobna raziskava je bila opravljena leta 2013, zato nas je zanimalo, če se je skozi razvoj informacijsko komunikacijske tehnologije stanje na tem področju spremenilo. Analizirali smo spletne strani slovenskih občin in v tabeli beležili e-orodja (e-anketa, e-forum, e-dostop, e-pošta in druge), nato pa podatke prikazali na več načinov. Izkazalo se je, da se je stanje v primerjavi z letom 2013 izboljšalo, vendar še vedno ostaja veliko manevrskega prostora za razvoj na tem področju. Ugotovljeno je bilo, da imajo vse občine spletne strani, na njih pa nudijo e-dostop in e-poštni naslov. Te osnovne zahteva določa tudi Strategija uvajanja e-poslovanja v lokalne skupnosti iz leta 2003. Največje pozitivne spremembe pa smo beležili pri orodju e-anketa, kjer smo ugotovili, da 140 občin nudi e-ankete na svoji spletni strani. V raziskavi iz leta 2013 je bilo ugotovljeno število občin, ki nudijo to orodje, le 38. Uporaba e-orodij v slovenskih občinah je pomembna tako za občine kot za njene občane, saj se na ta način izvršuje e-demokracija v lokalni samoupravi. Rezultati kažejo uvrstitev občin med bolj ali manj vključene v sodelovanje z občani in na ta način lahko prispevajo k motivaciji za izboljšanje stanja v prihodnje. Ključna pa je tudi aktivna udeležba občanov pri uporabi e-orodij, brez katerih e-orodja ne dosegajo svojega namena.

Title:E-participation in Slovenian municipalities
Abstract:
E-participation is a way for citizens to participate through information and communication technology to influence important decisions on local issues. In this study, we investigated which e-tools municipalities use to provide citizens with the opportunity to participate through their websites. A similar research was conducted back in 2013, and we wanted to know if the situation has changed with the development of information and communication technology. We analysed the websites of Slovenian municipalities and tabulated the e-tools (e-survey, e-forum, e-access, e-mail and others), and then presented the data in different ways. This showed an improvement compared to 2013, but there is still much room for development in this area. It was noted that all municipalities have a website, they provide e-access and an email address. These basic requirements are also set out in the 2003 Strategy for the introduction of e-business in local self-governments. However, the most positive changes were observed in the electronic survey tool, where we found that 140 municipalities offer an electronic survey on their website. In the 2013 research, only 38 municipalities offered this tool. The use of e-tools in Slovenian municipalities is important for both municipalities and their citizens, as this is the way e- democracy is implemented in local self-government. The results show that municipalities are more or less involved in cooperation with citizens, which can motivate them to make future improvements. The active participation of citizens in the use of e-tools is also crucial, because without it, e-tools will not achieve their purpose.
