Green public procurement is part of a wider area of public procurement. In general, public procurement is a tool by which public authorities and other person liable meet their needs. However, they often do not take into account the environmental aspect when spending public funds, which leads to greater environmental pollution. Green public procurement deals with this issue, as it takes into account the environmental aspect when procuring goods, services or works, thus helping to reduce the burden on the environment. In the Republic of Slovenia, the field of green public procurement is regulated by the Decree on green public procurement.
The master's thesis deals with green public procurement with a more detailed analysis of the Decree on green public procurement. In general, the provisions of the Public Procurement Act are presented, which also apply to green public procurement. The emphasis of the master's thesis is on the presentation of the Decree on green public procurement, with the analysis of good practices of green public procurement both in the Republic of Slovenia and in some other Member States of the European Union. The concluding part presents the findings of the application of the Decree on green public procurement and possible improvements that would be needed in this area.
