Polish macroeconomic and S&T policies : interlikages for growth and decline

Abstract
The article points to some non-linear relationships between stabilisation policy and the conditions for long-term growth in terms of building up technology potential. The Polish economy, widely regarded as an example of a successful transition to a market economy, suddenly lost its growth momentum. It is argued that some short-sighted stabilisation policies oriented towards akind of Ricardian adjustment have become inadequate for the development of indigenous technology capabilities and for the transition to a Schumpeterian type of growth. Several structural causes of the slowdown are identified whichpertain to the evolution of the research, technology, and development (RTD) sector under the shock-therapy transition, in the last period oriented exclusively towards an inflationary target. With the downsizing of research and development (R&D) budgets, the innovation activity of enterprises was primarily demand-driven, a Kaldorian rather than Schumpeterian effect, but even this was stifled by restrictive demand management policies. The gross inconsistency of macroeconomic and science and technology (S&T) policies is deemed responsible for the current economic slowdown

Title:Poljska makroekonomska in znanstveno-tehnološka politika
Abstract:
Članek izpostavlja nekatera nelinearna razmerja med stabilizacijsko politiko in možnosti za dolgoročno rast, še zlati glede na nadgradnjo tehnološkega potenciala. Poljska ekonomija, širše obravnavana kot primer uspešnega prehoda v tržno gospodarstvo, je nenadoma izgubila dinamiko rasti. Avtor trdi, da so se nekatere kratkovidne stabilizacijske politike, ki so težile k neke vrsti rikardijanski prilagoditvi, izkazale za nezadostne pri razvoju lastnih tehnoloških zmogljivosti in za prehod na šumpeterjanski tip rasti. Razpoznava več strukturnih vzrokov za upočasnitev rasti, ki se nanašajo na razvoj sektorja RTR (raziskovalno-tehnološko-razvojnega) v razmerah tranzicijske šok terapije - ta pa je v zadnjem obdobju izključno protiinflacijsko naravnana. Z zmanjševanjem raziskovalnih in razvojnih proračunov se je inovacijska dejavnost podjetij odzivala primarno na povpraševanje (prej kaldorijanski kot šumpeterjanski učinek), vendar je bila tudi zadušena z omejujočimi politikami upravljanja povpraševanja. Neuravnoteženost med makroekonomskimi in znanstveno-tehnološkimi politikami je odgovorna za trenutno gospodarsko recesijo.
