The diploma thesis deals with the administrative procedure in the field of awarding national scholarships. Every year, there are many applicants in Slovenia for this form of supplementary income, which is intended for secondary school and university students who come from socioeconomically disadvantaged families. Originally intended to cover the costs which occur during schooling, the scholarship is also a path to independence for many recipients. The purpose of my diploma was to discover and thoroughly investigate the field of national scholarships, its beneficiaries and the entire administration of obtaining a national scholarship, from its beginning to its end. The work shows the specifics of the regulation of this special process with regard to the General Administrative Procedure Act. The novelties we have been dealing with since the beginning of 2021, with the Exercise of Rights from Public Funds Act and the concrete changes brought by the new legislation in the field of national scholarships, are also presented. The aim of the following diploma was to find out how the number of beneficiaries and recipients of the scholarships has changed in the last three years and how the changes are related to innovations in legislation. The data was collected from the past three years using a comparative method. I have found that national scholarships are an important factor in erasing the difference between secondary school and university students from socially disadvantaged backgrounds as well as others.
