Pridobitev gradbenega dovoljenja po novem gradbenem zakonu : diplomsko delo

Pridobitev gradbenega dovoljenja je upravni postopek, ki pa je lahko za investitorja zelo zapleten. Veliko ljudi se v svojem življenju srečuje s tem upravnim postopkom in namen mojega diplomskega dela je, predstaviti kaj gradbeno dovoljenje je ter predstaviti sam postopek pridobitve gradbenega dovoljenja in predstaviti spremembe, ki so prišle z novo zakonodajo. Pri svojem diplomskem delu sem cilj dosegla s pomočjo strokovne literature ter veljavne zakonodaje, ki mi je bila na voljo. Prikazala sem kaj je gradbeno dovoljenje ter kakšen je postopek pridobitve gradbenega dovoljenja. Za svoje diplomsko delo sem uporabila normativno in primerjalno metodo. V okviru analize svojega diplomskega dela sem prišla do ugotovitev, da je s spremembo zakonodaje prišlo do določenih korakov, ki omogočajo hitrejšo pot samega postopka. Treba pa se je zavedati, da je sam postopek kljub spremembam še vedno nerazumljiv in dolgotrajen za nekoga, ki se ne spozna na to področje. V obdobju, ki sem ga preverjala za izdana gradbena dovoljenja pa sem ugotovila, da je bilo po ZGO-1 izdanih več gradbenih dovoljenje za enostanovanjsko stavbo.

• Title: Acquisition of building permit under the new building act

Abstract

Obtaining a building permit is an administrative process, which can be very complicated for the investor. Many people are faced with this administrative process in their lifetime. The purpose of my thesis is to present the meaning of the building permit, the process of obtaining a building permit and to introduce the changes that have been made with the new legislation. The aim of my thesis was achieved by studying the professional literature and the applicable legislation that was available. I have presented the meaning of the building permit and the process of obtaining a building permit. Normative and comparative methods were used in my thesis. Concerning the analysis of my thesis, I came to the conclusion that the change in legislation has led to certain steps which allow faster procedure itself. We should keep in mind that the process is despite the changes still incomprehensible and time-consuming for someone who is not familiar with this area. During the period in which I was checking the issued building permits I found out that after ZGO-1, several building permits were issued for a single-dwelling building.
