Analiza gradenj kmetijskih stavb in objektov na vodovarstvenih območjih

Abstract
Pitno vodo za javno in privatno oskrbo prebivalstva varujemo z vodovarstvenimi območji in režimi. Z omejitvijo gradbenih posegov in dejavnosti na takšnih območjih zmanjšamo tveganja za slabšanje kakovosti pitne vode. Na takšen način omogočimo zadostno količino in zdravstveno ustreznost vode. Vodovarstveni režim je določen v obliki prepovedi, omejitev in zaščitnih ukrepov. Z omenjenim režimom prepovemo ali določimo pogoje in zaščitne ukrepe, ki jih moramo upoštevati pri posegih v prostor, prav tako pa lahko prepovemo ali omejimo opravljanje določenih dejavnosti. V magistrski nalogi smo raziskovali, kakšne so možnosti in pogoji za gradnjo kmetijskih stavb in objektov na vodovarstvenih območjih (VVO). Nadalje smo analizirali, kako je uvedba VVO vplivala na število gradenj kmetijskih stavb in objektov. Analiza je potekala na območjih občin Ljubljana, Maribor in Ptuj. Velik del teh občin leži na vodovarstvenih območjih, določenih po uredbah o vodovarstvenih območjih za vodna telesa različnih vodonosnikov. Podatke o številu kmetijskih stavb in objektov smo pridobili iz katastra stavb, ki omogoča prikaz ter analizo števila in tip objektov po posameznih letih na različnih vodovarstvenih območjih. Tekom dela smo ugotovili, da je gradnja odvisna od vrste kmetijskih stavb ali objektov ter da se med izbranimi vodovarstvenimi območji le-ta razlikuje. Število izdanih gradbenih dovoljenj se je po uvedbi vodovarstvenih območjih zmanjšalo.

Title:Analysis of construction of agricultural buildings and structures in water protection areas
Abstract:
Drinking water for domestic and public supply is protected by water protection areas and regimes. By restricting construction encroachments and activities in such areas, we reduce the risks of deteriorating drinking water quality. In this way, adequate quantity and health suitability of water are achieved. The water protection regime is defined in terms of prohibitions, restrictions and protective measures. With the mentioned regime, we prohibit or determine the conditions and protective measures that we must consider when intervening in the space. We can also prohibit or restrict the performance of specific activities. In the master's thesis, we studied the possibilities and conditions for constructing agricultural buildings and facilities and how their number changed after introducing water protection areas. The municipalities of Ljubljana, Maribor and Ptuj were chosen as the study areas. These are located in water protection areas established by the regulations on water protection areas for water bodies of various aquifers. The number of agricultural buildings and facilities was obtained from the building cadastre, which enables the presentation and analysis of the number and type of facilities by individual years in different water protection areas. During our research, we found that construction activity depends on the type of agricultural buildings or facilities and that it varies in the selected water protection areas. However, the number of building permits issued decreased after the introduction of water protection areas.
