Abstract
Kljub temu da je javno-zasebno partnerstvo že dolgo prisotno, se v Sloveniji pojavlja šele kratek čas. Poleg dokaj ustrezne zakonodaje, ki ureja področje JZP, se še vedno odpira prostor za napredek. Vsak od projektov pod okriljem javno-zasebnega partnerstva zahteva pozornost in skrben premislek. Kljub edinstvenosti vsakega projekta obstajajo skupne prednosti in slabosti, ki jih je mogoče reševati z dolgotrajnimi izkušnjami. Izvedba projekta mora biti na prvem mestu v javnem interesu. Javni in zasebni partner morata v pogodbi natančno opredeliti in pozneje upoštevati določbe, saj v nasprotnem primeru ni zagotovila, da bo JZP uspešno. Med seboj si morata porazdeliti tveganja, ki so si različna in lahko nepričakovana, kot so recimo gospodarske spremembe. Leta 2008 je finančna kriza popolnoma ohromila svet. Kriza, ki izvira iz ekonomskih dejavnikov, je povzročila vsakodnevno srečevanje z ekonomsko-strukturnimi, tehnološkimi, družbenimi in geopolitičnimi tveganji. Za seboj je pustila posledice, kot sta denimo velik padec BDP in padec potencialne rasti gospodarstev. Ko so finančna sredstva javnega sektorja postala omejena, je bil javni sektor primoran poiskati nove vire. Le-te je našel pri zasebnem sektorju, ki je prevzel večjo vlogo pri samem partnerstvu. Ne samo na finančnem področju, temveč tudi na področju tveganj, katerih namen je bil razbremeniti javni sektor. Za spopadanja s posledicami in reševanje države je Slovenija potrebovala kar nekaj časa. Kljub temu da je bilo v času krize veliko javno-zasebnih partnerstev prekinjenih ali podaljšanih, so deležnike poleg ostalih dejavnikov bremenila še visoka bančna posojila. V letu 2020 je svetovno gospodarstvo prizadela pandemija COVID-19. Pričakovano je, da bo COVID-19 imel vpliv na financiranje prihodnjih JZP projektov, zlasti ko bo celoten gospodarski vpliv epidemije bolj razumljiv. Ker je Slovenija na področju javno-zasebnega partnerstva zelo neizkušena država, bi bilo dobrodošlo, da bi se zgledovala po bolj uspešnih državah, kot sta recimo Španija ali Združeno kraljestvo. V diplomskem delu gre za obravnavo posledice krize leta 2008 in epidemije COVID-19. V večjem delu gre za teoretično obravnavo, saj je zaradi obsežnosti področja treba razumeti sámo JZP. Namen dela je obravnava vpliva kriznih razmer na javno-zasebno partnerstvo v Sloveniji. V delu raziskujemo vpliv krize na področje javno-zasebnega partnerstva. Cilj dela je predstaviti pregled vpliva krize na partnerstva in ugotoviti, ali se je ta vpliv v času krize in po njej kazal tudi na kakšnih drugih področjih, pri čemer so izpostavljeni glavni problemi in poizkusi odprave le-teh.

Title:Impact of the crisis on the public-private partnership development in Republic Slovenia
Abstract:
Nevertheless, that the area of Public-Private Partnership is long present, in the area Slovenia is quite new. With the right regulation there is still room for improvement. Every Public-Private Partnership project needs to be taken with care. There are still advantages in disadvantages, that could be solve with experience. Project must be concluded with the public interest. Public and private partner must follow the provisions of the contract or the partnership will not be successful. They have to split the risks, which can be unexpected like changes in the area of economy. The financial crisis began in the year 2008 when it paralyzed the world. Crisis erupts from economic factors, which caused battling with economics structures, technological, society and geopolitical risks. Crisis left countries battling with high fall of gross domestic product and fall of potential growth of countries economy. After financial resources became limited, the public sector had to find other resources. They were found at the private sector, which took a bigger role in the Public-Private Partnership. Not just in the area of finances, but also in the area of handling with risks. Battling with the consequences and saving country it took some time for Slovenia. Nevertheless, that some public-private partnerships were cancelled or delayed, the partners were dealing with high bank loans. In the year 2020 the world economy was hurt by the pandemic COVID-19. It is expected that COVID-19 will have a influence on financing future PPP projects. The influence will be know better after the whole economy impact of the pandemic will be more understandable. Because of the lack of the experiences in the area of Public-Private Partnership it would be welcome if Slovenia would imitate more successful countries, for example Spain or United Kingdom. In the thesis there will be a presentation dealing with consequences of the 2008 crisis and COVID-19 pandemic. There will be a theoretical side of the Public-Private Partnership. The focus will be on the formation and influence of the crisis. The goal of thesis is to show how crisis effected Public-Private partnership in Slovenia. The main objective is to show the characteristics of the financial crisis and its influence in the area of Public-Private Partnership. In the addition there will be a review of the crisis's influence. In the end will be shown an exposure of the main problems and how to get rid of them.
