Abstract

Title:International Operation Enhanced Forward Presence in Latvia: Effectiveness and Challenges : diplomsko delo
Abstract:
International operation Enhanced Forward Presence is a visible expression of NATO's solidarity and its determination to help participating member states in need. The activity proves that the security environment of the Baltic states, which is threatened by tensions in Ukraine, is taken seriously. The diverse and multinational composition of the Canadian-led battalion-size battle group, trained both integratively and collectively, with its presence in Latvia, in conjunction with other battalion-size battle groups in the area, deters Russia and reassures the Latvian public. This demonstrates an important role of Article 5 of The North Atlantic Treaty, which states that if an attack is carried out on one or more members of the Alliance, it shall be considered an attack against them all. Regarding certain effectiveness evaluation indicators, this activity can be assessed as quite successful, with some elements which could be improved. The involvement of the Slovenian Armed Forces in the operation is important for Slovenians and for the operation itself. Namely, members of the Slovene Armed Forces gain a lot of experience that they can later use elsewhere, furthermore, with their knowledge and presence they are also an indispensable part of the activity. The key challenges that accompany the operation today are of logistical, geographic and demographic nature. Political and military challenges may be a problem in the future.
