Abstract
Raziskovanje pojava sodobnih množičnih migracij v slovenskem in evropskem prostoru, nakazuje na pomanjkljivo politično ureditev migracij, ki se odraža v zaostrovanju migracijskih politik, ki so usmerjene predvsem k doseganju učinka odvračanja. Neposredna posledica politične in socialne ureditve migracij, nakazuje na zaostrovanje javnega mnenja proti priseljencem. Raziskave kažejo, da se je posledično v času množičnih migracij okrepil pomen odklonskega razumevanja migracij v javnosti. Za doseganje razumevanja odnosa slovenske družbe do institucionalne ureditve množičnih migracij, predstavim analizo študije primera, pri kateri na kvantitativni ravni navedem analizo stališč slovenske družbe o pojavu, skozi metodo anketiranja javnosti ter na kvalitativni ravni, analizo stališč delujočih v sprejemnem centru za migrante, pridobljeno z metodo intervjuvanja. Rezultati raziskave nakazujejo, da je ob izzivu migracij, Slovenija vzpostavila začasni migracijski režim, v kontekstu izjemnega stanja ter uvedla restriktivno politiko soočanja s pojavom. Sprememba političnega režima je vplivala na politični in javni diskurz o pojavu migracij, kar je vplivalo na negativno percepcijo javnosti o delovanju države v času množičnih migracij ter na zaostrovanje odnosa javnosti do migracij. Soočanje z navedenimi dejavniki nakazuje na potrebo po večji stopnji prilagoditve ter potrebo po reformi migracijske politike, ki bi bolj ustrezala sodobnim migracijskim okoliščinam.

Title:Slovenian public attitudes towards institutional structure of mass migration
Abstract:
The research of the recent mass migration phenomenon in slovenian and european space, indicates the deficient political regulation of migration, reflected in escalating migration policies, which aim to achieve deterrent effect. A direct consequence of political and social regulation of migration, implies escalation of public opinion against migrants. The research suggest that consequently, the deviant understanding of migration in public, had appeared in the time of mass migration. To achieve understanding of the slovenian public attitudes in relation to institutional structure of migration, I introduce the analysis of the case study, in which I enumerate the analysis of views of slovenian society about the phenomenon, through public survey method on quantitative level and the analysis of views of participants in migrant reception centre, through the method of interviewing on qualitative level of the research. The results of the research implies that because of the migration challenge, Slovenia had established a temporary migration regime in terms of exceptional situation and initiated restrictive policy when coping with migration. The change of political regime had impact on political and public discourse about migration phenomenon, which therefore had impact on negative public perception about functioning of state during mass migration and on the tightening of public attitudes towards migration. In terms of combating with cited factors, the need for profounder adjustment extent arises and the need to reform migration policies, that would correspond to contemporary migration circumstances.
