Neoliberalism has started a crisis of government in the USA and it allowed the rise of criminal state. In the USA the social state was dismissed, in Europe it was completed with the police, courts and prisons. The consequence of neoliberalism is mass lock down, with which the ruling elite uses criminal system as instrument of managing social insecurity. The USA has declared »war against drugs« with zero tolerance, but is trying to enable police and law managment of poverty. Europe has also joined in »the war against drugs«, but has started a fight against those groups of people, who are considered less usefull and dangerous to society as a whole. The rise of private industry has strengthen mass incarceration. Modern function of prisons or rehabilitation and resocialisation has been in the background for some time. Prisons are overcrowded with African-Americans and European "strangers" and cannot fullfill the primary goals. In today`s time prison has become waste dump of dangerous individuals in society.
