Throughout my master's thesis I examine the perception of the role of the market within the pension system in order to understand the changes made to the Pension and Disability Insurance from the time of Slovenia's independence until 2020. Discoure analysis enables an overview of the redefenition process concerning the market sphere, within the pension system, which is afterwards put into a historical perspective of the system's development. The analysis shows a consistent domination of the neoliberal discourse, when establishing or reproducing a power structure between agents of the discussion, legitimizing the pension system's development and the role of the market driven pension plans, where the latter gained importance, with time. Nevertheless, the perception of the role of the labour market is primarily driven by the social investment discourse, which highlights the significance of a proactive role of the state in stimulating integration and reintegration of individuals into the the labour market, as to mitigate the effects of the state retrenchment and increased selectivity of the Pension and Disability Insurance. Alternative discourses are also present, however marginalized or even systemically antagonized by the dominant agent – the state.
