Abstract
Pristaniške tarife so del pristaniškega poslovanja in predstavljajo vrednost za izvedeno storitev. Veljajo za zapletene in netransparentne. Nanje vplivata ponudba in povpraševanje. Pri njihovem oblikovanju močno vplivajo kratkoročni mejni stroški. Ob oblikovanju pristaniških tarif je zaželeno, da te ostanejo čim dlje enako visoke, vendar to ni mogoče zaradi gospodarskih nihanj. Če želimo v celoti razumeti pomorske tarife, moramo razumeti razmerje med kratkoročnimi in dolgoročnimi mejnimi stroški. Pri njihovem oblikovanju in določanju ne uporabljajo več tradicionalnega pristopa, temveč prihaja vedno bolj v ospredje alternativni pristop diferenciacije. Pomemben element pri nastanku pristaniških tarif je tudi postavitev tarifne politike, pri kateri poznamo različne pristope k njeni določitvi. Prav tako poznamo metode, ki pomagajo k njenemu izboljšanju. Ob postavitvi tarifne politike se pojavi tudi struktura le-te, od koder izvirajo stroški, vezani na različne skupine. Vsaka tarifa je sestavljena iz postavk/pristojbin, kjer sta v primeru tovora poudarjeno upravljanje s strani terminala in skladiščenje. Zaradi velikega števila evropskih pristanišč se pojavi razdelitev po pretovoru držav med letoma 2015 in 2018. Na subjektivni osnovi so ustvarjene skupine, ki služijo kot smernice za lažji izbor predstavljenih držav in njihovih tarif. Končna analiza kaže združene podatke v celoto in jih tako primerja med seboj z uporabo različnih meril primerjave. Na osnovi tega se ustvari zaključek.

Title:TARIFFS FOR CONTAINER MANIPULATION IN SELECTED EUROPEAN PORTS
Abstract:
Port tariffs are part of port operations and represent value for the service provided. They are considered complex and non-transparent. They are affected by supply and demand and the way they are set is strongly influenced by short-term marginal costs. When setting port tariffs, it is desirable that they remain the same for as long as possible, but, due to economic fluctuations, this is not achievable. If we want to fully understand maritime tariffs, we need to understand the relationship between short-term and long-term marginal costs. In designing and defining port tariffs, the traditional approach is no longer used, while the use of an alternative differentiation approach is increasing. An important element in setting port tariffs is also the formulation of tariff policy, which allows different approaches to its determination. We also know methods that could help improve it. When formulating the tariff policy, we also establish its structure, from where the costs related to different groups originate. In case of cargo manipulation, the tariff structure consists of fees, such as terminal handling manipulation charge and storage charge. Due to the large number of European ports, a division was made between countries in relation to throughput between the years 2015 to 2018. On a subjective basis, groups are created that serve as guidelines to facilitate the selection of the represented countries and their tariffs. The final analysis shows the combined data as a whole and compares them using different comparison criteria. Based on these data, a conclusion is formed.
