Abstract
Vpliv državljanov na javne politike je v demokraciji ključnega pomena. Takšen vpliv se kaže na različne načine in na različnih ravneh. V magistrskem delu se ukvarjamo z vidiki vpliva na ravni posameznikov, in sicer nas konkretno zanimata dva vidika: politična učinkovitost in politična participacija. V empiričnem delu smo primerjali evropske države (sodelujoče v raziskavi ESS 2016) glede potencialnega vpliva državljanov na javne politike nasploh in še posebej glede potencialnega vpliva na uveljavljanje javnih politik, ki se soočajo s podnebnimi spremembami. Pri tem nas je zanimalo, ali lahko razlike med državami pojasnimo z razlikami v razvitosti demokracije. Potencialni vpliv na javne politike smo merili s pomočjo deleža anketirancev, ki imajo v izbranih državah visok potencial za vpliv na javne politike. Pri potencialnem vplivu na uveljavljanje javnih politik, ki se soočajo s podnebnimi spremembami, pa nas je poleg tega zanimal še delež anketirancev, ki podpirajo oziroma nasprotujejo izbrani javni politiki. Ugotovili smo, da je potencialni vpliv državljanov na javne politike najvišji v nordijskih državah. Prav tako pa je večinoma tudi potencialni vpliv državljanov na uveljavljanje izbranih javnih politik, ki se soočajo s podnebnimi spremembami, v teh državah najvišji. Razlik, do katerih med evropskimi državami prihaja, ne moremo neposredno pripisati razlikam v razvitosti demokracij, ampak jih lahko pripišemo nekaterim drugim dejavnikom, kot je na primer razlika v ekonomski razvitosti.

Title:Citizens' Influence on Public Policies in European Countries: an Example of Climate Change Policies : magistrsko delo
Abstract:
The influence of citizens on public policies is crucial in a democracy, manifesting itself in different ways and on different levels. In the master's thesis, we deal with aspects of influence on the level of individuals, specifically two aspects: political efficiency and political participation. In the empirical part, we compare European countries (participating in the ESS 2016 survey) in terms of the potential impact of citizens on public policies generally and especially in terms of the potential impact on the implementation of climate change policies. We focused on whether differences between countries can be explained by differences in the development of democracies. The potential impact on public policies was measured using the share of respondents holding a high level of potential to influence public policies in selected countries. With respect to the potential impact on the implementation of climate change policies, we were additionally interested in the share of respondents who support or oppose selected policies. We found that potential influence of citizens on public policies is the highest in the Nordic countries. The potential impact ofcitizens on the implementation of selected climate change policies is also the highest in these countries. The differences found between European countries cannot be directly attributed to differences in the development of democracies, but to other factors such as differences in economic development.
