Abstract
V diplomski nalogi sem raziskala, kaj je tisto, kar vpliva na raznolikost v obravnavi uporabnikov, ki prihajajo na oddelke uveljavljanja pravic iz javnih sredstev. Kot sem uvidela, se namreč nudenje pomoči in podpore s strani socialnih delavcev razlikuje tako po različnih centrih po Sloveniji kot tudi znotraj posameznih centrov za socialno delo, do česar pa ne bi smelo prihajati, saj vstopajo na omenjeno področje ravno najbolj ranljivi uporabniki, ki potrebujejo odnosno, celostno pomoč in podporo. V pregledu problematike sem se tako sprva osredotočila na področje uveljavljanja pravic iz javnih sredstev ter organizacijske pogoje, znotraj katerih delujejo zaposleni. Po tem pa sem se posvetila tudi možnim osebnostnim vplivom socialnih delavcev na nudenje pomoči in podpore uporabnikom. V drugem delu diplomske naloge sem prikazala rezultate, pridobljene na podlagi kvalitativne raziskave, znotraj katerih sem interpretirala poglede študentk Fakultete za socialno delo na to, kako poteka delo s strani socialnih delavcev omenjenega področja. Kljub temu da je bilo tekom raziskave opaziti, da lahko udejanjanje socialnega dela variira od socialnega delavca do socialnega delavca, pa bi kot glavni problem izpostavila zlasti današnjo neoliberalizacijo. Izkazalo se je namreč, da je neoliberalna logika spremenila delovanje centrov za socialno delo, ki so se bili primorani podrediti zahtevam države ter pričeti delovati pod težo birokratizacije oziroma upravno-administrativnih postopkov. Hkrati pa so se zaradi primoranosti države k varčevanju centri za socialno delo začeli srečevati z vse večjo kadrovsko podhranjenostjo, na podlagi katere se ves stres lomi na nekaj posameznikih, ki so preobremenjeni, izgorevajo in ne zmorejo biti več empatični. Raziskava je tako pokazala, da na vzpostavitev delovnega odnosa, ki je ključno orodje naše stroke pri nudenju podpore in pomoči, vpliva predvsem pomanjkanje časa, zaradi česar bi bilo centrom za socialno delo potrebno omogočiti zaposlitev večjega števila socialnih delavcev, predvsem pa jih razbremeniti birokratskega urejanja, saj bodo le znotraj časovne fleksibilnosti lahko udejanjali socialno-delovne koncepte.

Title:The views of students of the Faculty of Social Work on helping and providing support to the users on behalf of employees in the departments of exercise of rights to public funds
Abstract:
In my thesis, I researched what has a significant impact on different treatmens of users visiting the departments of exercise of rights to public funds. The way social workers help and provide support varies not only in different social work centres in Slovenia but also within individual social work centres. This should not happen due to the fact that the most vulnerable users who need comprehensive help and support are entering this area. When dealing with the topic I initially focused on the field of exercise of rights to public funds as well as on the organisational conditions for employees. Secondly, I focused on the possible effects of social workers' personality traits on helping users and providing support. In the second part of my thesis, I illustrated the qualitative research results which helped me interpret the views of students at the Faculty of Social Work on the work of social workers in this field. Although my research showed that putting social work in practice differs from one social worker to another, I see neoliberalisation as the main problem nowadays. Neoliberal logic changed the way social work centres operate. They were forced to submit to the requests of the state and start operating in accordance with administrative procedures, which led to bureaucratisation. Moreover, since the government is saving money, the social work centres have to deal with the increased lack of human resources. Individual workers are stressed, overworked, burned out and are therefore no longer capable of empathy. As also evident in the research, the establishment of a working relationship which in our field proves crucial for providing support and help is mainly affected by lack of time. This is why social work centres should be able to employ more social workers, and, more importantly, spare them bureaucratic work. Only in flexible working-time arrangements they will be able to fully integrate social work concepts in their activities.
