Abstract
Informacijsko komunikacijska tehnologija (IKT) je postala rdeča nit današnjega časa. Med drugim so zaradi vse večjega vpliva informacijsko komunikacijske tehnologije mnogi procesi prešli iz tako imenovane fizične oblike v digitalno obliko. Slednje je zajelo tudi volilne procese, kar se kaže v tem, da so nekatere države tako v Evropi kot tudi po svetu že izvedle elektronske volitve (e-volitve). Nekatere države so prešle na slednji proces z namenom, da bi povečale volilno udeležbo. V Sloveniji e-volitve še nimajo zakonske veljave, čeprav je bilo narejeno že nekaj manjših poskusov za uvedbo e-volitev. Namen diplomskega dela je predstavitev pojma e-volitve ter analiza volilne udeležbe v izbranih državah, ki so že izvedle eno od oblik e-volitev. V teoretičnem delu so podrobno predstavljeni pojem e-volite, tehnologije za izvajanje e-volitev ter smernice Sveta Evrope. V empiričnem delu je predstavljena analiza že izvedenih e-volitev na Finskem, v Estoniji in v Švici ter število volilnih udeležencev, ki so se udeležili e-volitev.

Title:E-VOTING AND IT'S INFLUENCE ON POLITICAL PARTICIPATION IN SELECTED EUROPEAN COUNTRIES
Abstract:
Information and communication technology (ICT) has become a red thread of today. Due to the increasing dependence on information communication technology, many processes have moved from the so-called physical form to electronic form. The latter also included electoral processes, which is reflected in the fact that some countries have already conducted electronic voting (e-voting) in both Europe and the world. Many countries have switched to the latter process in order to increase electoral participation. In Slovenia, e-elections are not yet legally valid, although some small attempts have been made to introduce e-elections. The purpose of the diploma work is to present the concept of e-elections and to analyze the electoral participation in selected countries. In the theoretical part, the concept of e-volley, technology, e-voting and the analysis of voter participation in European countries that have already conducted e-elections are presented in detail. The empirical part presents an analysis of the already conducted e-elections in Finland, Estonia and Switzerland, as well as the number of voting participants who took part in e-elections.
