Natural disasters have a negative impact on the quality of people’s life, therefore systemic instruments that guide the management of the scale of negative consequences are crucial. In the master's thesis we focused on the consequences of natural disasters on things and set out to devise proposals for improving the system of providing assistance. The purpose was achieved through the attainment of four objectives, namely by analyzing legal provisions to identify the incompleteness and ambiguities that allow for ineffective action in the elimination of damage on things; by comparing the recommendations of the Court of Auditors of the Republic of Slovenia and the following systemic changes, we determined the realization of proposals for improving the action in eliminating damage on things; by analyzing the available data, we determined the effectiveness of eliminating the consequences of natural disasters; we have formulated and made recommendations for optimizing the system of providing assistance in eliminating the effects of natural disasters on things. We have found that the legal provisions for the allocation of funds to remedy damage on things allow for inefficient distribution due to poor completion; that the legislature did not follow all the recommendations of the Court of Auditors regarding the optimization of the legal provisions for the allocation of funds; that the Government of the Republic of Slovenia, the Ministry of the Environment and Spatial Planning and the Administration of the Republic of Slovenia for Protection and Rescue have not followed all the recommendations of the Court of Auditors regarding the optimization of legal provisions for the allocation of funds; and that the allocation of funds to remedy damage on things remains ineffective, since the implementation of damage elimination programs is not realized to the intended extent due to budget constraints. On the basis of this, the key proposal of the Master's thesis is to improve the effectiveness of systemic instruments for eliminating the effects of natural disasters on things, so that in the field of program planning it is reasonable to optimize the ways of estimating the necessary and available resources, in order to minimize discrepancies between the planned amounts of funds and their realization.
