VPLIV REORGANIZACIJE CENTROV ZA SOCIALNO DELO NA UPRAVNE POSTOPKE UVELJAVLJANJA IZBRANIH PRAVIC IZ JAVNIH SREDSTEV

Reorganizacija centrov za socialno delo se je načrtovala in pripravljala že dlje časa, saj so bile razmere nevzdržne. Postopki pridobitve pravic iz javnih sredstev so bili neučinkoviti in dolgotrajni, tako z vidika uporabnikov kot z vidika strokovnih delavcev. Osnovni namen diplomskega dela je s pomočjo raziskave ugotoviti, ali so reorganizacija in z njo uvedene spremembe, pripomogle k poenostavitvi upravnih postopkov pridobitve pravic iz javnih sredstev v praksi. Poleg tega nameravamo predstaviti odraz trenutnega stanja in vpliva, ki ga je reorganizacija povzročila s svojimi spremembami, ter v skladu s tem pridobiti predloge za izboljšave predlagatelju reorganizacije in vodstvu Centra za socialno delo Ljubljana. Kot glavno raziskovalno metodo v diplomskem delu smo uporabili delno strukturiran intervju. Za to metodo smo se odločili zaradi aktualnosti tematike, o kateri smo želeli zbrati primarne podatke (takšne, ki so temelj resničnega razumevanja proučevane tematike). Z raziskavo smo ugotovili, da reorganizacija centrov za socialno delo še ni popolnoma uveljavljena, saj nova organizacijska struktura ni poenostavila upravnih postopkov pridobivanja izbranih pravic iz javnih sredstev, prav tako avtomatizirane vloge niso razbremenile enot centrov za socialno delo. Hkrati pa se je začetek izdaje informativnih odločb ponovno prestavil. Ker je reorganizacija uveljavljena zgolj kratek čas in se z njo povezane uvedbe mesečno spreminjajo, je verjetno, da bodo rezultati raziskave čez čas popolnoma drugačni. A ne glede na to so predstavljeni rezultati raziskave delni odraz trenutnega stanja in vpliva sprememb, ki jih je prinesla reorganizacija. Predvsem pa opozarjajo na to, kaj je potrebno popraviti ali nadgraditi v smeri prvotnega slogana reorganizacije, in sicer »Na teren, bližje k ljudem«.

Izvleček

The reorganization of the centres for social work has been talked about and preparing for some time now due to the unsustainable situation. The procedures for obtaining rights from public funds were inefficient and lengthy, from the perspective of users as well as professional workers. The main purpose of the diploma thesis is to investigate whether the reorganization and the changes introduced by it have actually helped to solve this problem, namely whether the administrative procedures for obtaining rights from public funds have truly been simplified. We also intend to present the reflection of the current state and the influence that the reorganization caused with its changes, and, in accordance with that, gain some suggestions for possible improvements to the proposer of the reorganization and the management of the Centre for Social Work Ljubljana. We used a semi-structured interview as our main research method. We chose this method because of the relevance of the topic. We needed to gather primary data, which is the basis for a true understanding of the topic being studied. In the course of our research, we have found that the reorganization of the centres for social work had not yet been implemented in full, as the new organizational structure did not simplify the administrative procedures for obtaining selected rights from public funds and the automated applications did not lessen the workload of the centres for social work. At the same time, the issuance of information orders has been moved again. The reorganization has only been established for a short period of time and the introductions, which were supposed be established with it, are changed on a monthly basis. This means that the results of the survey could change through time. The results of the research may nevertheless represent a partial reflection of the actual situation and the impact that the reorganization has left with its changes. Above all, they point out what needs to be done first – improve the situation and start to work on what used to be the slogan of the reorganization: “In the field, closer to people.”
