Inter-municipal cooperation is the cooperation of two or more municipalities within the territory of the same country in the performance of their tasks. Through cooperation, municipalities solve problems in the areas of economy, efficiency, effectiveness and professionalism in the execution of tasks. In Slovenia, the legal bases for inter-municipal cooperation are the European Charter of Local Self-Government (MELLS) and the Law on Local Self-Government (ZLS).
One form of inter-municipal cooperation is the establishment of a joint municipal administration body. In Slovenia, most of the bodies of the joint municipal administration are established in the fields of inspection and warden services. The diploma thesis focuses on the municipal warden tasks. Within the framework of their work, the municipal warden carry out various types of measures, among which the most important are those aimed at raising the awareness of the population about safety in the environment in which we live.
The diploma thesis is considered as a case study of the Inter-municipal Inspectorate of Kranj. The results of the survey showed that, despite the frequent implementation of preventive actions, municipal wardens carry out more repressive than preventive measures.
