The Slovenian Construction Act was constantly changing in the past. The main aim is to reduce administrative barriers and make the Construction Act easier in terms of being more understandable. The renewed Act was adopted in 2017 and brought changes and new regulations in all areas that are connected to construction. It also updated the procedure to obtain a building permit for the construction of simple facilities. The aim of this thesis is to detect the modifications to the old Act, especially those concerning the procedure for obtaining a building permit for a simple facility. It should also reveal whether the administrative barriers were actually reduced and the whole procedure was simplified. For research purposes, primary and secondary sources were analyzed with the help of normative and descriptive methods. In addition to this, also a method of comparing the old and the renewed legislation was used in the research. Crucial differences between the Construction Act and the Construction Law emerge in the procedure itself and the newly determined documentation required to obtain a building permit for a simple facility. The Construction Law as a novelty in the field of constructing simple facilities introduces a steady procedure for obtaining a building permit, the announcement of the beginning of building a simple facility and the precise criteria for building a simple facility. The Construction Law entered into force in 2018, therefore it is still an unexplored field. Because the law enforcers and also the clients are unaware of the new Construction Act, it is causing many obscurities. This thesis contains an analyzed procedure for obtaining a building permit for a simplified facility by the old Act ZGO-1 and the current GZ (Construction Law). Listed modifications to the old Act are presented as well as described in this thesis and serve for a better understanding of the Construction Law for obtaining a building permit for a simple facility.
