Public procurement is crucial to the delivery of public services. The master's thesis presents and researches public procurement in health care and presents their problems. The introductory part of the assignment defines the basic concept of public procurement, outlines the principles of public procurement, describes the procurement procedures, and the key problems and challenges of public procurement. In the central part we briefly outline the legislative framework for public procurement and general challenges of public procurement in healthcare. Next we discuss previous research, present the issues of measuring the effectiveness and efficiency of public procurement and the model for measuring public procurement in relation to existing literature. A preliminary survey found that very few measurements were made of the effectiveness and efficiency of public procurement in the health sector, and we wanted to further investigate and build a model that would enable these measurements. The last part of the paper presents a survey using a questionnaire based on the UKCL case and a structured interview of an international comparison of selected hospitals in EU Member States. In this part, the research determines the actual status of measurements of the efficiency and effectiveness of public procurement in the field of health, verifies the hypotheses and proposes improvements to these measurements using the model. The results of the survey showed that public contractors are aware of the state of public procurement. The UKCL is about poor performance efficiency and effectivness, but the situation can improve. However, for a selected EU Member State hospital, the measurement showed that efficiency and effectiveness were good enough. The results of the survey could contribute to improving measurements in other areas of public procurement, not just in the field of health care.
