Abstract
Leta 1979 se je Sovjetska zveza pripravljala na vojaško posredovanje v Afganistanu. Cilj je bil zamenjati politično oblast v Kabulu. Dobrih dvajset let kasneje so se na podobno nalogo pripravljale Združene države Amerike. Obe velesili sta bili mnenja, da bosta svojo nalogo opravili hitro in brez večjih težav, toda obema so načrte prekrižali uporniki, ki so se z manjšim številom in slabšim orožjem uspešno zoperstavili v tistem času eni izmed najmočnejših vojsk na svetu. Posredovanje v Afganistanu je bil eden izmed glavnih razlogov za razpad Sovjetske zveze, medtem ko je dvajset let kasneje afganistanski konflikt bila najdaljša vojna v zgodovini Združenih držav Amerike. To zaključno delo raziskuje, na kakšen način sta se obe velesili zoperstavili uporniški grožnji v Afganistanu in zakaj sta imeli toliko težav pri bojevanju z uporniki. Del raziskave je namenjen analizi vojaškega posredovanja, toda glavnina raziskave se osredotoča na srž protiuporniškega delovanja: sodelovanje z lokalnim civilnim prebivalstvom in vzpostavljanje legitimnosti vlade.

Title:Counterinsurgency in a time perspective: an analysis and comparison of Soviet Union and the United States of America in Afghanistan
Abstract:
In 1979 Soviet Union has been preparing for a military intervention in Afghanistan. The goal was changing the political leadership in Kabul. An odd 20 years later the similar task laid ahead of United States of America. Both superpowers were confident, that their mission will be finished fast and without any major difficulties. But both powers' plans were ruined by insurgents, which successfully countered the bigger and better equiped state armies. The intervention in Afghanistan was one of the main catalysts for the collapse of Soviet Union while twenty years later the Afghansitan war was the longest war in the history of United States of America. This thesis is exploring, how did both superpowers counter the insurgent threat in Afghanistan and why did both have so much trouble fighting the insurgents. Part of the thesis is focusing on military intervention, while the majority of the work is focused on the core of counterinsurgency: cooperation with the local civilian population and building the legitimacy of the government.
