Abstract
V magistrskem delu smo povzeli bistvene značilnosti slovenskega izobraževalnega sistema s poudarkom na zasebnih osnovnih šolah in njihovem financiranju. Področje financiranja zasebnega osnovnošolskega izobraževanja je zelo aktualna tema in ravno v času naše raziskave se je pripravljala nova zakonodaja, ki naj bi spremenila ureditev, organizacijo, pogoje in merila za ustanavljanje ter financiranje zasebnih šol v Sloveniji. Zasebno šolstvo je sestavni del izobraževalnih sistemov po vsem svetu, medtem ko se načini in višina financiranja zasebnih šol iz javnih sredstev med nacionalnimi sistemi zelo razlikujejo. Namen magistrskega dela je bil popisati različna mnenja, stališča in na podlagi pregleda literature, statističnih podatkov ter finančnih kazalnikov ugotoviti, kako je zasebno osnovnošolsko izobraževanje urejeno v Sloveniji, kakšen je obseg zasebnega šolstva, kolikšen delež javnih sredstev je namenjen za financiranje zasebnih osnovnih šol ter podatke primerjati s štirimi evropskimi državami. Ugotovljeno je bilo, da je obseg zasebnega osnovnošolskega izobraževanja v Sloveniji v primerjavi z izbranimi državami precej manjši, saj manj kot 1 % slovenskih osnovnošolcev obiskuje zasebne šole. Skrb vzbujajoč je podatek, da Slovenija od vseh primerjanih držav za izobraževanje namenja najnižji delež javnih izdatkov od vseh javnih izdatkov. Delež javnih sredstev, ki jih posamezne države namenijo zasebnim osnovnim šolam, je od slovenskega višji na Finskem, Švedskem in na Nizozemskem. Zasebno šolstvo je del slovenskega izobraževalnega sistema, pravica do izbire pa je ena izmed temeljnih človekovih pravic. Na podlagi raziskave smo ugotovili, da je znanje velika vrednota in da je potrebno veliko vložkov v izobraževanje, če želimo dosegati dobre rezultate in lahko rečemo, da je sistem učinkovit.

Title:REGULATION AND FINANCING OF PRIVATE PRIMARY SCHOOLS IN SLOVENIA AND COMPARISON WITH SPECIFIC EUROPEAN COUNTRIES
Abstract:
In the master’s thesis we summarized key features of Slovenian education system with an emphasis on private primary schools and their financing. The field of private primary education financing is a very topical issue, and precisely during the time of our research new legislation was being prepared that would change the regulation, organization, terms and criteria for establishing and financing of private schools in Slovenia. Private education is an integral part of education systems worldwide, while the methods and amount of financing private schools from public funds vary greatly between national systems. Purpose of the master’s thesis was to list different opinions, standpoints, and based on overview of literature, statistical data and financial indicators, determine how private primary education is regulated in Slovenia, the extend of private education, the share of public funds that is allocated for financing private primary schools, and compare the data with four European countries. It was determined that the extent of private elementary education in Slovenia is much smaller than in comparing countries, with less than 1% of Slovenian primary school students attending private schools. It is worrying that Slovenia of all comparing countries allocates the lowest amount of public expenditures of all public expenditures for education. The share of public funds individual countries allocate for private primary schools is higher than Slovenia’s in Finland, Sweden and the Netherlands. Private education is a part of Slovenian education system, and the right to choose is one of the fundamental human rights. Based on the research we determined that knowledge is a great value, and that a lot of investment is needed in education if we want to achieve good results and can say that the system is effective.
