DOSEGANJE CILJEV STRATEGIJE EVROPA 2020 V SLOVENIJI IN PRIMERJAVA Z NORDIJSKIMI DRŽAVAMI

Abstract
V magistrskem delu je prikazano, v kolikšni meri so doseženi cilji strategije Evropa 2020 v Sloveniji in v nordijskih državah ter njihova medsebojna primerjava, ki je potekala v obdobju od leta 2010 do leta 2017. V skladu s strategijo Evropa 2020 so Slovenija in nordijske države sprejele koncept pametne, trajnostne in vključujoče rasti, da bi povišale konkurenčnost in gospodarsko rast. Strategija Evropa 2020 služi kot razvojni načrt za države članice EU in jim pomaga pri zasledovanju ciljev. Namen je bil ovrednotiti dosežene cilje, s katerimi so obravnavane države želele povečati zaposlovanje, zmanjšati socialno izključenost, povečati izdatke za raziskave in razvoj ter ustvariti zeleno gospodarstvo, ki gospodarno izkorišča vire. Cilj je bil predstaviti oceno napredka primerjanih držav, saj nam ocena ne pomaga le pri prepoznavanju dobrih praks, temveč tudi pri preprečevanju enakih napak. Podatki kazalnikov uspešnosti so prikazani z metodo kompilacije in s sintetično metodo, postavljeni in načrtovani cilji pa so prikazani z navadno regresijo po metodi najmanjših kvadrantov. Z uporabo regresijske analize smo ugotovili, da obravnavane države dosegajo napredek pri uresničevanju evropskega razvojnega programa. Kljub napredku držav pa je treba strategijo še bolj prilagoditi in uskladiti na nacionalni ter evropski ravni, da bodo želeni cilji do leta 2020 doseženi.

Title:THE EUROPE 2020 STRATEGY: LEVEL OF TARGET ACHIEVEMENT IN SLOVENIA VERSUS NORDIC COUNTRIES
Abstract:
The master's thesis shows the extent to which the targets of the Europe 2020 Strategy have been achieved in Slovenia and the Nordic countries and their comparison between 2010 and 2017. In accordance with the Europe 2020 strategy, Slovenia and the Nordic countries have adopted the concept of smart, sustainable and inclusive growth in order to increase competitiveness and economic growth. The Europe 2020 strategy serves as a development blueprint for EU Member States and helps them to pursue their goals. The purpose was to evaluate the objectives achieved by the countries concerned to increase employment, reduce social exclusion, increase R&D expenditure and create a resource-efficient green economy. The aim was to present an assessment of the progress made by the compared countries, as the assessment not only helps us identify good practices but also prevents the same mistakes. Performance indicators are presented using the compilation and synthetic methods, and the set and planned targets are shown by ordinary least squares regression. Using a regression analysis, we have found that the countries concerned are making progress in implementing the European Development Program. Despite the progress made by countries, the strategy needs to be further adjusted and coordinated at national and European level in order to achieve the desired targets by 2020.
