Abstract
Funkcija predsednika Republike Slovenije je najvišja in najuglednejša funkcija v sedanji ureditvi državne oblasti. Kljub prestižnosti funkcije in neposredne izvolitve na splošnih volitvah ima večinoma le reprezentativno vlogo, ki izhaja iz 102. člena Ustave Republike Slovenije. Isti člen predsedniku republike podeli vlogo vrhovnega poveljnika obrambnih sil. S tem ga neposredno umesti v obrambni sistem, ki poleg notranjevarnostega sistema in sistema zaščite pred naravnimi in drugimi nesrečami, sestavlja glavnino sistema nacionalne varnosti Republike Slovenije. Problem se pojavi, ker Zakon o obrambi in drugi pravni akti ne sledijo ustavni določbi in funkcijo vrhovnega poveljnika izločijo iz sistema vodenja in poveljevanja. Kar rezultira v neurejenih odnosih med nosilci oblasti zlasti v vojnem času. V diplomskem delu so predstavljene določene alternative sedanji ureditvi, ki so jih izoblikovali slovenski strokovnjaki. Poleg funkcije vrhovnega poveljnika, predsednik republike nosi rezervno zakonodajno vlogo v primeru izredni ali vojnih razmer, ko se državni zbor ne more sestati. Diplomsko delo ugotavlja, da je predsednik republike umeščen visoko v sistem nacionalne varnosti, vendar samo protokolarno.

Title:Position of the President of the Republic of Slovenia in the national security system
Abstract:
The office of President of the Republic of Slovenia is the highest and most respected function in the current regulation of state power. Despite the prestige of the office and direct election in general elections, it mostly has only a representative role, which stems from Article 102 of the Constitution of the Republic of Slovenia. The same article conferred on the President of the Republic the role of Supreme comander of the defense forces. This puts it directly in the defense system, which, in addition to the internal security system and the system of protection against natural and other disasters, forms the spine of the national security system of the Republic of Slovenia. The problem arises because the Defense Act and other legal acts do not follow the constitutional provision and remove the function of the supreme comander from the command and control system. This results in disordered relations between the authorities, especially during wartime. The diploma thesis presents certain alternatives to the current arrangements, which were formulated by Slovenian experts. In addition to his role as supreme commander, the President of the republic has a reserve legislative role in the events of an emergency or war, when the national assembly cannot meet. The thesis notes that the President of the Republic is positioned high in the national security system, but only in protocol.
