Abstract
Zaključna seminarska naloga obravnava problematiko razvoja demografsko ogroženih območij občine Tolmin, ki se že več desetletij soočajo s praznjenjem naselij ter kompleksnimi razvojnimi ovirami. S pomočjo razpoložljive literature in petih intervjujev z različnimi deležniki na lokalni in regionalni ravni smo rekonstrutirali vzroke za procese depopulacije in razvojnega zaostajanja ter prepoznali potencialne razvojne priložnosti preučevanega območj. Na razvoj območja vpliva predvsem razgiban relief, saj za kmetijstvo nudi manj primerne obdelovalne površine. V toku zgodovine sta razvoj večinoma usmerjala značaj in prostorska struktura obmejnih območij, saj vsakokratne oblasti niso posvečale veliko pozornosti razvoju tega območja. Posledično se je območje soočilo s zakasnelo industrializacijo in zakasnitvami pri izgranji infrastrukture, kar je pripeljalo do pomanjkanja delovnih mest in posledično do še večjega odseljevanja. Da bi demografsko ogrožena območja rešili pred popolnim izpraznjenjem, so se v občini Tolmin in Zgornjem Posočju v zadnjih letih razvile institucije, ki spodbujajo razvoj območja in s tem izboljšujejo življenjsko raven prebivalcev občine.

Title:
Development obstacles and opportunities of demographically endangered settlements of the municipality of Tolmin
Abstract:
The dimploma thesis focuses on the issue of the development of demographically endangered settlements in the Municipality of Tolmin. The region has been dealing with the issue of out-migration for an extended period of time. Consequently the development of the region has been stalled. During our field work, five different stakeholders were surveyed in the region, thus enabling a comprehensive picture on what caused the issue to form. Furthermore the diploma thesis sheds a light in to possible solutions in dealing with situation in the demographically endangered regions. Numerous factors determine the development of the Tolmin region. The mountainous terrain influenced the development of the farming. Moreover the fact that the region was, through history, always facing the border meant that the authorities did not put special emphasis on its development. Consequently the industrialization and the development of infrastructure that comes with it ocured at a later point, which led to low employment opportunities and as a result generated emigration from the region. Recently local government opened institutions, whose main goal is to encourage development of region and to improve quality of life for people living in this region.
