Abstract
Za ljudi z oviranostjo je lahko vsakdanje življenje polno majhnih in velikih ovir, ki jim onemogočajo živeti polno življenje. Standardna pravila Združenih narodov za izenačevanje možnosti ljudi z ovirami so predstavili leta 1993, njihov namen pa je bil ljudem z oviranostjo zagotoviti enake pravice, kot jih imajo drugi državljani. Da bi zagotovili te pravice, je potrebno premišljeno in sistematsko načrtovanje. Lokalne oblasti so po navadi odgovorne za množico področij, ki zadevajo vsakdanje življenje ljudi, zato nosijo posebno odgovornost, ki si jo delijo z nevladnimi organizacijami, društvi, zavodi, Centri za socialno delo in drugimi institucijami. Švedske organizacije so izdelale metodo, znano kot Agenda 22, ki je namenjena izdelavi načrtov invalidske politike na podlagi Standardnih pravil, ki naj bi bili uresničeni za pravično in enakopravno vključenost ljudi z oviranostjo v družbo. Predmet magistrskega dela je pregled invalidske politike na območju občine Kamnik prek standardov Agende 22, pri čemer sem raziskovala upoštevanje oblikovanih standardov v občini in oblikovala rešitve, ki bi pripomogle k boljši vključevanju ljudi z oviranostjo v Občini Kamnik.

Title:Disability policy in Kamnik municipality under Agenda 22
Abstract:
For people with disabilities, daily life can be full of small and large barriers that prevent them from living a full life. The United Nations Standard Rules on the Equalization of the Possibilities of Disabled Persons were introduced in 1993 with the aim of ensuring that people with disabilities enjoy the same rights as other citizens. To ensure these rights, careful and systematic planning is needed. Local authorities are usually responsible for a multitude of areas that affect people's everyday lives, and therefore bear special responsibility with non-governmental organizations, societies, institutions, centres for social work and other institutions. Swedish disability organisations have developed a method known as Agenda 22, which aims to draw up disability policy plans based on the Standard Rules, which are supposed to be implemented for the fair and equal involvement of people with disabilities. The subject of the master's thesis is the review of disability policy in the area of the municipality of Kamnik, through the Agenda 22 standards, where I investigated the adherence to the established standards in the municipality and developed solutions that would contribute to better inclusion of people with disabilities in the municipality of Kamnik.
